PHP10-Million Super Health Center to Serve Eight Villages in Bani, Pangasinan



 MALASIQUI, Pangasinan – Residents from eight remote villages in the municipality of Bani will benefit from the construction of a PHP10-million super health center set to begin in January in Barangay Arwas, according to the town’s municipal health officer.

Dr. Ariel Estrada, in a recent phone interview, detailed that the super health center aims to offer essential healthcare services and can also handle patients requiring minor surgical procedures.

"The super health facility is more comprehencive as it encompasses an outpatient clinic and consultation, pharmacy and dispensary, primary clinical laboratory, clinical microscopy, microbiology/parasitology, radiology, birthing and lying-in, tuberculosis consultation with direct sputum smear processing, and microscopy capability," he explained.

Located about three kilometers away from the town proper, the facility is funded under the Health Facilities Enhancement Program in the General Appropriations Act of 2023. The project's groundbreaking took place on Dec. 21, and upon completion, it will be the third health facility in the town, complementing the existing ones in Barangays Poblacion and San Jose.

"The super health centers situated in rural areas aim to primarily decongest our public hospitals by providing services for primary healthcare cases, which are low-risk, less serious, or uncomplicated cases," stated Department of Health-Ilocos Region director Paula Paz Sydiongco in a Thursday statement.

Sydiongco emphasized that their construction is essential to ensure that health services are accessible to every Filipino, including those in remote areas.

 DUMAGUETE CITY – As 2023 concludes, Negros Oriental is exhibiting signs of recovery from a series of events that disrupted the province following the assassination of Governor Roel Degamo in March.

Edward Du, president of the Negros Oriental Chamber of Commerce and Industry (NOCCI), is optimistic, noting that the province is now "politically stable," and the previously compromised peace and order have significantly improved.

These positive developments set the stage for a more promising 2024, despite the challenges faced by the province this year, Du emphasized.

"The political climate in Negros Oriental has now stabilized, and peace and order are a lot better, with the province being touted by the police as the 4th peaceful province in the Philippines," Du remarked.

Du reported a buoyant business environment, a relatively stable economy, increasing tourist arrivals, and the anticipation of more investors in the coming year.

Political Turmoil

Negros Oriental faced upheaval after the violence in Pamplona town on March 4, resulting in the assassination of Governor Roel Degamo. The incident, deemed "politically motivated," triggered government security forces' response to prevent further violence.

Former Rep. Arnolfo Teves Jr. was implicated as the alleged mastermind, leading to his expulsion from Congress. Charges of murder were filed against Teves, who sought political asylum in East Timor.

Three Governors in a Year
Negros Oriental experienced an unprecedented situation with three governors in a single year following Degamo's murder. Degamo was succeeded by Vice-Governor Carlo Jorge Reyes, who, battling a terminal illness, served for about three months before his passing. Manuel L. Sagarbarria then assumed the role of governor through the rule of succession.

Unity for Recovery
Governor Sagarbarria, upon taking office, emphasized the need for unity to overcome the effects of the Pamplona massacre. He called for cooperation among all political and other sectors, initiating a "return to barracks" for provincial government employees transferred in previous administrations.

Sagarbarria prioritized healthcare, approving funds and construction projects to enhance the province's healthcare facilities. Initiatives included the revival of the Buglasan Festival and an expanded tourism roadmap.

Sustained Peace and Order
Police provincial director Col. Ronan Claravall acknowledged the public's support in maintaining peace and order. NOPPO was recognized as the second-best police provincial office in Central Visayas, vying for the top spot at the national level. Claravall assured that the police are capable of sustaining the current peace and order situation in the province, with a notable drop in the crime volume.

As Negros Oriental progresses toward a more peaceful and safer environment, these collaborative efforts between the public and government security forces are crucial, Claravall emphasized.

Antique Province Elevates Child Welfare: Achievements in Education, Protection, and Health in 2023

 SAN JOSE DE BUENAVISTA, Antique – The province of Antique has become safer, and the quality of life for children has improved significantly due to various interventions by the provincial government and stakeholders in the past year.

Vice Governor Edgar Denosta highlighted one of the notable developments that has positively impacted 222,688 children aged one to 17 in the province.

“The provincial government has been increasing investments in children, focusing on their education and protection, as well as their health and overall well-being,” stated Denosta.

Education
There has been a notable improvement in the quality of education, particularly for children aged zero to four-and-a-half years. A total of 714 child development workers (CDWs) received training in session planning and acquired knowledge about the framework of the Early Childhood Care and Development (ECCD) curriculum. All 668 child development centers (CDC) in Antique are now equipped, and they are prepared for recognition by the ECCD council in the coming year.

Carla Jee-Ann Cabigunda, Social Welfare and Development (SWD) Officer II, emphasized, “The CDWs are now ready for accreditation after they had undergone training by the ECCD Council to improve their standard of service among children.”

Currently, CDCs in the province cater to 21,437 learners. Additionally, 100 children are beneficiaries of the Strategic Helpdesks for Information, Education, and Livelihood, and other Developmental Interventions (SHIELD) program, receiving PHP3,000 quarterly educational support to encourage school attendance.

Protection
The Antique Provincial Police Office (APPO) revitalized “Oplan Bambino,” educating children about the concepts of “good touch and bad touch” to safeguard themselves from potential exploitation. In the current year, APPO conducted 145 lectures, reaching out to 2,504 pupils from 103 selected elementary schools in the province.

In efforts to protect children from the drug menace, the APPO worked towards declaring 588 barangays as drug-cleared, with only two awaiting certification.

Health and Well-being
The Antique Integrated Provincial Health Office (IPHO) reported an enhancement in the health and well-being of children in the province through various programs, including dietary supplementation, salt-iodization, and mandatory food fortification.

The results of the annual IPHO-Provincial Nutrition Council (PNC) Operation Timbang for zero-23 months children indicated positive outcomes, with 94.16 percent having normal weight, 1.48 percent overweight, 3.46 percent underweight, and 0.91 percent severely underweight.

Josephine Morano, PNC focal person, stated, “The nutritional status of children continues to improve in Antique because of the programs we have implemented.”

Governor Rhodora J. Cadiao acknowledged the united support of Antiqueños, paving the way for a peaceful environment and progress in the province despite challenges such as calamities and accidents. Cadiao expressed optimism for a brighter 2024 based on the achievements of 2023. (PNA)

DOLE's SEnA Program Resolves Labor Disputes for Over 4,000 Workers, Distributes PHP230 Million in Awards


CEBU CITY – In the initial 11 months of 2023, more than 4,000 workers have utilized the Single Entry Approach (SEnA) program by the Department of Labor and Employment (DOLE) to resolve labor disputes with their employers, resulting in approximately PHP230 million in monetary awards, as per a labor official's statement on Thursday.

The SEnA program employs an administrative approach to provide a swift, unbiased, cost-effective, and accessible settlement procedure for labor conflicts within a 30-day mandatory conciliation-mediation period.

Lilia Estillore, the regional director of DOLE-7, stated that the released amount covered resolved requests for assistance filed under the program across the Central Visayas region.

The Tri-City field office of DOLE-7, encompassing Cebu, Mandaue, and Lapu-Lapu, reported the highest settlement amount at PHP199.8 million, benefiting 3,305 workers from January to November 2023.

The Negros Oriental field office granted PHP16.6 million to 348 workers, while the Cebu provincial field office disbursed PHP6.2 million in monetary awards to 304 workers.

In the Bohol provincial field office, a settlement amount of PHP4.5 million was awarded to 129 workers, and the province's field office in Siquijor disbursed PHP876,673.44 to a total of 78 workers.

Estillore credited these achievements to resolved requests for assistance handled by various field offices of DOLE-7, emphasizing the role of Single Entry Assistance Desk Officers (SEADOs) in ensuring settlements between involved parties.

She highlighted the advantages of SEnA, describing it as a free, prompt, and non-litigious method of settling labor issues to prevent them from escalating into full-blown disputes or formal labor cases.

The concept was initially introduced through Department Order 107-10 and later institutionalized with the enactment of Republic Act 10396 in 2013, mandating a 30-day conciliation-mediation period for labor and employment issues.

With the introduction of e-SEnA, aggrieved parties now have the option to file online requests for assistance via https://sena.dole.gov.ph/. SEnA conferences can be conducted virtually, in a blended platform, or through the traditional face-to-face arrangement. (PNA)




Antique Province Witnesses Surge in Business Registrations, Expects Growth in 2023



SAN JOSE DE BUENAVISTA, Antique – The Department of Trade and Industry (DTI) provincial office in Antique has reported 2,439 business registrations for the previous year.

DTI officer-in-charge Mutya Eusores mentioned on Thursday that they expect to surpass last year's business registrations with a few days still remaining in the current year.

Eusores stated in an interview, "The business names processed are either newly opened or reopened this 2023."

The province is witnessing a surge in business registrations, primarily led by micro, small, and medium entrepreneurs (MSMEs). Eusores noted that more small business owners are taking steps to legitimize their operations by registering with various government entities.

Most of these MSMEs, she explained, operate in the food sector, which has faced challenges due to the pandemic.

Eusores reminded local business owners that business name certification has a validity period of only five years. She also highlighted the improved efficiency of DTI's online registration processing for business names.

In addition, Eusores assured that there is an ample supply of New Year "noche buena" products in Antique. The DTI continues to monitor retailers to ensure compliance with suggested retail prices for Noche Buena items such as ham, cheese, and spaghetti. (PNA)

Eastern Visayas Ramps Up Oversight on Water, Sanitation, and Hygiene Initiatives for Sustainable Development



TACLOBAN CITY – The Regional Development Council (RDC) is set to oversee the implementation of water, sanitation, and hygiene (WASH) services across six provinces and key cities in Eastern Visayas, exerting influence on local governments to prioritize WASH as a key program.

Meylene Rosales, Vice Chair of RDC and Regional Director of the National Economic and Development Authority (NEDA), disclosed that they have received WASH action plans from the provinces of Leyte, Biliran, Southern Leyte, Samar, Eastern Samar, and Northern Samar, along with the cities of Ormoc and Tacloban.

"We conducted caravans in various regions this year, urging local governments to formulate WASH action plans addressing issues and gaps such as inadequate access to safe water, water testing laboratories, and handwashing facilities," Rosales stated in a phone interview on Thursday.

Additional concerns outlined in the action plans include insufficient manpower, the need for capacity-building activities, and the call to prioritize the WASH sector in budget allocations.

The action plans, serving as the foundation for RDC's endorsement, contain specific details, including actionable steps, responsible entities, and financing options.

The caravan initiative was a collaborative effort involving RDC, NEDA, UNICEF, and the Department of Health.

Referring to reports from the 2021 field health services information system, the RDC highlighted that only 77.35 percent of households have access to basic safe water supply, 73.34 percent have access to basic sanitation, and a mere 34.83 percent of 4,390 villages have achieved zero open defecation.

The new Eastern Visayas Regional Development Plan emphasizes the need for collaboration between the WASH sector at the local and national levels to review and strategize the implementation of the Philippine Water Supply and Sanitation Master Plan in a unified manner.

Rosales emphasized that local governments are expected to take the lead in crafting local master plans and initiating projects related to water supply, sanitation, and wastewater management in their respective areas.

Monitoring the WASH action plan aligns with the country's commitment to achieving Sustainable Development Goal 6, ensuring the availability and sustainable management of water and sanitation for all.

According to the United Nations, access to safe water, sanitation, and hygiene is a fundamental human need for health and well-being, and without substantial progress, billions of people are projected to lack access to these essential services by 2030. (PNA)




Silago, Southern Leyte Implements Month-Long Pork Holiday to Combat African Swine Fever Outbreak

 TACLOBAN CITY – In response to the prevalent African swine fever (ASF) outbreak in 11 out of its 15 villages, the local government of Silago, Southern Leyte, has enacted an executive order implementing a month-long pork holiday.

Mayor Lemuel Honor, citing the urgent need to safeguard the town's hog industry from the ASF, declared the emergency measure. The affected villages include Katipunan, Imelda, Hingatungan, Salvacion, Laguma, Tuba-on, Tubod, Poblacion District 1, Poblacion District 2, Puntana, and part of Sudmon, where ASF cases have been identified by the municipal agriculture office.


The executive order explicitly prohibits the slaughtering of hogs and the sale of pork and other pork products originating from the affected barangays. Furthermore, the entry and exit of live hogs from these areas are strictly prohibited for the duration of the declared pork holiday or until the municipal agriculture office recommends its lifting.

To enforce the directive, checkpoints have been established by the local government.

Silago town was listed among the Eastern Visayas local government units with a confirmed ASF outbreak in 2021, according to the Department of Agriculture. ASF is a highly contagious and fatal viral disease affecting swine, transmitted through direct and non-direct contact with infected animals, as well as vectors like soft ticks and flies.

Symptoms in ASF-affected pigs include high fever, distinct reddish areas on the skin, and bleeding of internal organs, often leading to death within two to 10 days.

Preventive measures to curb ASF's spread involve disinfecting vehicles and equipment used for hog transport, regular health checks by experts, maintaining sanitation, avoiding swill feeding, and proper disposal of infected hog manure. (PNA)


Safety Appeal: DOH-7 Urges Designated Areas for Firecracker Use Amid Rising Injuries


 CEBU CITY – On Thursday, the Department of Health Central Visayas (DOH-7) restated its appeal for barangays to designate a communal area for safe firecracker use, aiming to curb the rising trend in fireworks-related injuries.

This advisory followed an uptick in firecracker-related injuries, increasing from 14 on Wednesday to 19 on Thursday, as reported by the health agency. The newly recorded cases include three from Cebu City and one each from Negros Oriental and Bohol.

Among the provinces, Cebu has the highest number of cases at 8, followed by Cebu City (5), Bohol (4), and one each for Negros Oriental and Mandaue City.

A DOH-7 representative also called on local government units to support the information campaign against the use of “boga” – an improvised cannon made from PVC pipe, the use of which is prohibited.

Dr. Eugenia Mercedes Cañal, head of DOH-7’s Regional Epidemiological Surveillance Unit (RESU), emphasized that the health agency has consistently cautioned the public against using "boga" on New Year’s Eve due to the inherent danger it poses in causing blast or burn injuries.

She warned of the potential escalation in injuries among both children and adults if the use of the makeshift cannon persists.

 CAGAYAN DE ORO CITY – The local government is urging business proprietors to promptly renew their business permits for the upcoming year, 2024, using the city's streamlined online registration system.

The City Treasurer's Office (CTO) issued comprehensive guidelines on Thursday, outlining a "three easy steps" process for business renewal and registration, set to commence from January 2 to January 20, 2024.

In these steps, proprietors or their designated representatives are required to access the city government website, input necessary information, and upload relevant documents for scanning or presentation. The online platform also facilitates the seamless payment of fees.

Assistant City Treasurer Leonil Mistula emphasized in a statement that the goal is to process a minimum of 30,000 business permits for the upcoming year. Although walk-in clients will still be accommodated at City Hall, Mistula strongly recommended utilizing the online transaction system to minimize potential delays and complications.

Empowering Education: Starlink Boosts Internet Connectivity at Rural Schools in Laoag City


LAOAG CITY – The Sideg Elementary School (SES), nestled in the rural hilltops of Paoay’s agro-forested landscape, experienced a significant enhancement in internet connectivity with the recent installation of a satellite dish powered by SpaceX at the school.

Expressing gratitude for being chosen as a Starlink beneficiary, Arlyn Dumaoal, the officer-in-charge of SES, highlighted the positive impact on the school community. "We no longer need to search for a signal or rely on downtown internet for faster connections when submitting digital reports or conducting online research for our students," she stated in an interview.

SES, recognized as the smallest school in the second district of the province with only 41 learners from kindergarten to Grade 6, anticipates a competitive advantage and a more engaging teaching-learning process due to improved internet connectivity.

Funded by Senator Loren Legarda's personal resources, the Starlink-powered satellite dish was strategically placed on one of the school's rooftops. Legarda, whose childhood nanny hailed from Sideg village, contributed the satellite dish to benefit the school.

Madelyne Alegado, a teacher at SES, expressed pride in having a connection to Senator Loren Legarda through her childhood nanny, "Nanay Fely." Alegado emphasized the school's commitment to utilizing these blessings for the benefit of the children.

Prior to the Starlink upgrade, the school depended on local telecommunications companies for internet access. Alvin Pascual, a sales engineer officer from Data Lake PH, an authorized Starlink reseller in the Philippines, explained that the satellite dish could be temporarily detached for safety during super typhoons.

Pascual also shared technical details, stating, "Latency is 30 milliseconds, with download speeds up to 500 Mbps (Megabits per second) and upload speeds of up to 80 Mbps," highlighting the features of the newly installed Starlink for boosting digital connectivity at the school.

In addition to SES, the Paoay East Elementary School also received a similar internet upgrade. Both schools were beneficiaries of 90 tablets for selected learners provided by Senator Loren Legarda on October 28, 2023, to support their information and communications technology classes. (PNA) 

Fireworks-Related Injuries: A Cautionary Tale from Eastern Visayas During the Holiday Season


TACLOBAN CITY – The Department of Health (DOH) has documented four cases of fireworks-related injuries (FWRI) in Eastern Visayas, including three young boys, during its week-long surveillance of holiday revelry blast incidents.

The casualties include an eight-year-old male from Palo, Leyte; a six-year-old male from Taft, Eastern Samar; and a 24-year-old male from Borongan City in Eastern Samar. All three sustained head and eye injuries while igniting a "lantaka,” or portable cannon.

The use of "lantaka” is a common practice during Christmas and New Year's Day celebrations as a form of noisemaking.

The fourth victim, an 11-year-old male from Paranas, Samar, incurred a hand injury while igniting a 5-star firecracker, which is one of the firecrackers prohibited by the government

“To ensure a safe and healthy holiday season, we continue to urge the public to adopt and adhere to healthy habits such as ‘Iwas Paputok,’ ‘Healthy Handaan’, and ‘Healthy Celebration,’” emphasized DOH Regional Information Officer Jelyn Lopez-Malibago.

The DOH official also encouraged the public to explore alternative methods for creating loud noises, such as using trumpets, horns, music, and cans. (PNA)

Western Visayas Records 7% Decrease in Christmas Fireworks Injuries


Fireworks-Related Injuries Drop by 7% in Western Visayas During Christmas Season

According to the Department of Health (DOH), data from Western Visayas (Region 6) revealed a seven percent decrease in fireworks-related injuries during the Christmas holidays. From December 21 to 27, a total of 28 cases were recorded in both sentinel and non-sentinel hospitals, compared to the previous year's 30 cases.

The leading cause of injurieswas the use of prohibited homemade cannons, locally known as "boga," accounting for nine out of the 28 cases. Other cases were attributed to "five-star" and various types of firecrackers. Specifically, from December 26 to 27 alone, 11 cases were reported.

The data was collected from four sentinel hospitals, including Bacolod City's Corazon Locsin Montelibano Memorial Regional Hospital, Iloilo City's Western Visayas Medical Center and Iloilo Mission Hospital, and Western Visayas Sanitarium in Sta. Barbara, Iloilo. Reports also came from health facilities in other provinces in Western Visayas.

Dr. Fritzi Ann Suzette Jeroso-Dequito, head of DOH-6 Health Promotion Unit, emphasized the importance of public awareness regarding the dangers of fireworks through the agency's "Iwas Paputok" and "Ligtas Christmas Para sa Healthy Pilipinas 2023" campaign. She urged caution during the festivities and stressed the need to recognize potential dangers posed by fireworks as the new year approaches.

The majority of injuries in Western Visayas were blast, burn, and eye injuries, with the most affected age groups being 1 to 10 and 11 to 20. Dr. Jeroso-Dequito noted that elementary pupils are particularly susceptible to firecracker-related injuries. (PNA)


 

Authorities Intensify Crackdown on Illegal Firecrackers in Bocaue, Bulacan Ahead of New Year Celebrations"

 In an effort to combat the production, distribution, and sale of banned and hazardous firecracker products, authorities conducted a thorough inspection of the firecracker zone in Barangay Turo, Bocaue, known for its vibrant fireworks industry. Led by Police Regional Office 3 regional director Brig. Gen. Jose Hidalgo Jr., Bulacan provincial director Col. Relly Arnedo, and Bocaue Vice Mayor Sherwin Tugna, the inspection focused on checking permits, licenses, and firecracker warehouses in the area.


The intensified scrutiny aims to identify potential loopholes in the campaign against illegal fireworks and develop strategies to curb the proliferation of prohibited firecrackers and pyrotechnic materials. The initiative aligns with Republic Act 7183, which regulates the sale, manufacture, distribution, and use of firecrackers and pyrotechnic devices.

The suspension of the route in April 2017 was attributed to a shortage of locomotive engines and train coaches. Relleve emphasized that the reintroduction of train services offers a convenient, safe, and reliable public transport option for residents of Naga and Legazpi. He mentioned plans for regular trips and ongoing studies to explore additional routes, considering the positive feedback from commuters.

MALASIQUI, Pangasinan – Officials are once again urging the public to refrain from unauthorized storage and use of firecrackers to welcome the New Year, citing 11 firecracker-related incidents in the Ilocos Region between Dec. 21 and 26 this year.

The most recent incident took place on Christmas Day night in Barangay Malued, Dagupan City, where an unauthorized storage of firecrackers resulted in an explosion, injuring five individuals and causing damage to 21 houses, as reported by Capt. Renante dela Cruz, the public relations officer of the Pangasinan Police Provincial Office (PPPO).

Dela Cruz emphasized that even personal use is prohibited, citing Executive Order (EO) 28 signed in 2017, which permits storage only by authorized individuals in designated areas. In an interview on Wednesday, he stated, “Even if it is just for personal use, it is not allowed to store firecrackers because according to EO 28 signed in 2017, only authorized persons and areas would be allowed for storage.”

The explosion occurred at a house under construction in Barangay Malued during a drinking session when one of the victims lit a cigarette.

Initial investigations by the police and the Bureau of Fire Protection Dagupan City revealed that the explosion damaged 21 houses, shattering window glasses and other parts of the structures. Authorities are currently probing who is responsible for illegally storing the firecrackers.

Dr. Rheuel Bobis, the medical officer of the Department of Health Center for Health Development Ilocos Region, reported seven additional firecracker-related incidents in Pangasinan, three in La Union, and one in Ilocos Sur. The 11 victims suffered burns and eye injuries, according to Bobis.

From January to mid-December this year, Bacolod City has experienced a 100% increase in leptospirosis cases compared to the same period in 2022. According to records from the City Health Office (CHO), there have been 88 reported cases, including 16 fatalities, marking a significant rise from the 44 cases reported in the previous year.

The most recent fatality, recorded earlier this month, involved a 38-year-old construction worker. Dr. Grace Tan, the head of CHO's Environment Sanitation Division, pointed out that delayed health-seeking behavior and denial of leptospirosis infection remain common factors contributing to complications and death. Between 70 and 80 percent of cases involve exposure or contact with contaminated water or ground, with the last patient succumbing to the illness being exposed to sewerage work.

Leptospirosis is a bacterial infection caused by the leptospira spirochetes bacteria, contracted through exposure to water or soil contaminated by the urine of infected animals, particularly rats. This typically occurs through cuts, wounds, abrasions, or any break in the skin.

Specific barangays expriencing multiple deaths include 14, Banago, and Pahanocoy, while single deaths were reported in Barangays 6, 23, Taculing, Handumanan, Villamonte, Bata, Granada, Singcang-Airport, Tangub, and Alijis.

The CHO issued an advisory urging the public to take leptospirosis prophylaxis promptly after exposure, wading, or contact with water, ground, or food possibly contaminated with leptospira in rat or animal urine. They emphasized the importance of consulting the nearest health center or a private physician for a prescription. The advisory also stressed the need for sanitation inspectors to closely coordinate with the city government to address floods, sewerage siphoning, and garbage management as part of a comprehensive approach to mitigate the risks associated with leptospirosis.

Firefighters from the BFP in Badoc are currently investigating the cause of the fire, which started around 5:20 a.m. and was declared under control by 6:45 a.m.

The BFP had previously initiated the nationwide "Oplan Paalala-Iwas Paputok" to prevent firecracker-related incidents during the holiday season. BFP personnel in Ilocos Norte have been on "Code Red" status from December 23, 2023, to January 1, 2024.

Fire Officer III Lee Jay Lucero, Chief of the Public Information Unit of BFP-Ilocos Norte, emphasized the readiness of personnel to respond to fires resulting from faulty Christmas lights, firecrackers, and other potential causes. Lucero also reminded the public of fire safety tips and the proper handling of firecrackers.

To prevent fires in homes due to firecrackers, residents are advised to have fire extinguishers or buckets of water readily available for immediate use. Households with "anahaw" (palm leaves) roofing are further urged to wet the roofing an hour before New Year’s revelry as a precaution against falling lighted firecrackers.

BFP-Ilocos Norte personnel are actively inspecting firecracker vendors to ensure they comply with regulations, confiscate illegal fireworks, and verify the presence of emergency fire extinguishers in their stores.

Prohibited firecrackers include watusi, piccolo, pop pop, Super Lolo, boga, and others listed under Republic Act No. 7183. The law imposes imprisonment and fines for those involved in manufacturing, selling, distributing, and purchasing illegal firecrackers.

The BFP encourages the use of alternative noisemakers such as "torotot" or horns, car or motor honks, and other creative means to celebrate the new year safely and responsibly.

Philippine Army and Skills Training Partnership: Empowering Lives for Peace and Prosperity

Brig. Gen. Gulliver Señires, the commander of the Philippine Army's 702nd Infantry Brigade, explained in an interview on Wednesday that the initiative is a training-to-work program designed to combat poverty and promote peace and security.

The program involves a 15-day training period, targeting an initial group of at least 100 participants who will receive training in masonry, welding, and carpentry. During their job search, participants will be provided with free accommodation and allowances.

 The military places a priority on the well-being of soldiers and their dependents, recognizing that a financially stable military family contributes to the strength and dedication of soldiers, ensuring integrity in their duties," emphasized Señires.

 He also emphasized that the opportunity for development through this program would be extended to willing constituents.

"For those who desire employment, once trained, we will facilitate their placement to alleviate poverty and contribute to peace and security," he stated.

Highlighting the program's alignment with the anti-insurgency campaign led by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Señires stressed the connection between poverty and insurgency. Northern Mindanao in Review: Challenges, Resilience, and Growth in 2023



 CAGAYAN DE ORO CITY – Every year, Northern Mindanao unfolds a unique narrative, and 2023 was no exception, drawing significant national attention. This time, Misamis Occidental province took center stage.


Following the shear line floods in December 2022, President Ferdinand R. Marcos Jr. visited Misamis Occidental and Gingoog City in Misamis Oriental in early January 2023. These visits resulted in long-term policies, focusing on disaster-resilient infrastructure projects and social welfare programs.

In response to the floods, the provincial government collaborated with the Department of Social Welfare and Development to provide cash assistance to affected residents.

The year also witnessed incidents demanding justice, such as the killing of community broadcaster Juan Jumalon in Calamba town on Nov. 5. This event triggered condemnations from media groups, public officials, and President Marcos. Subsequent investigations led to the identification of suspects and the filing of murder charges.

Governor Henry Oaminal directed law enforcement to address not only Jumalon's murder but also other related incidents, including an October 15 blast in Clarin, the October 23 shooting of Calamba Municipal engineer Jopson Baones, and an October 28 grenade-throwing incident at the house of Calamba Mayor Luisito Villanueva.

Tragedy struck again with the death of Riza Ramos Daniel in a blast at the Mindanao State University-Main Campus gymnasium in Marawi City on Dec. 3. The incident prompted collaborative efforts between the provincial government of Lanao del Sur, the Marawi City government, and law enforcement. Islamic State militants claimed responsibility, leading to the arrest of suspects linked to a local terrorist group.

The year saw changes in military and police leadership, with Maj. Gen. Jose Ma. Cuerpo II taking over as commander of the Philippine Army's 4th Infantry Division and Brig. Gen. Ricardo Layug replacing Brig. Gen. Lawrence Coop as PRO-10 director. Both leaders continued efforts to maintain peace and order, addressing insurgency and anti-drug campaigns.

Major events included the Barangay and Sangguniang Kabataan elections on Oct. 30, marked by police and military deployments to ensure peace. While there were reports of vote buying, the overall conduct was described as "generally peaceful."

Issues like limited rice supply and increased prices led to the issuance of Executive Order 39, imposing price ceilings and providing assistance to affected farmers and retailers. Despite challenges, the region's economy showed resilience, with a forecast of stable growth for 2023, based on a positive economic outlook and a 7.2 percent gross regional domestic product growth in 2022.

Tropical Storm Kabayan Causes PHP7 Million Agricultural Damage in Davao de Oro

 DAVAO CITY – The Department of Agriculture in Davao Region (DA-11) reported on Thursday that the agricultural crop damage in Davao de Oro province caused by Tropical Storm (TS) Kabayan has reached PHP7 million.

During a virtual press briefing, Joedel Leliza, the DA-11 regional focal for Disaster Risk Reduction and Management, disclosed that the recorded damage for rice crops amounted to approximately PHP4.8 million. This affected 1,615 rice farmers, with 892 hectares of rice fields destroyed.

Leliza highlighted that the damage to rice crops primarily involved seedlings and impacted municipalities such as Mawab, Montevista, Compostela, and Laak. The overall loss will significantly affect the rice supply in the province, with an estimated 7,000 to 8,000 metric tons lost.

On the other hand, damage to corn crops was estimated at PHP2.2 million, affecting 57 farmers working on 76 hectares of land. The damaged cornfields are located in Monkayo town.

While awaiting the finalization of the damage report, DA-11 is gearing up for the rehabilitation of the affected farmlands. Tropical Storm Kabayan made landfall in Mindanao on December 18 in Manay town of the province but later weakened to a low-pressure area as it traversed the island region. (PNA)

According to DCOTT manager Aisa Usop, a recent study conducted by DCOTT in collaboration with various bus companies operating in the terminal has led to the promotion of online ticket booking. Usop explained that the study revealed online reservations alleviate congestion at the terminal, resulting in an enhanced experience for passengers.

"Some bus operators have already made their seats available for reservation on their platforms or through third-party service providers. While online ticket purchases may involve additional fees and may not cover all routes and destinations, it offers a practical solution," she noted.

Usop particularly encouraged families with children or elderly passengers undertaking long journeys to consider pre-booking their seats with bus companies. Pre-booked passengers will enjoy a separate queue, distinct from those purchasing tickets at the terminal, ensuring a more convenient travel experience.

Several major bus companies at DCOTT, including Rural Transit, Bachelor Express, Mindanao Star, Metro Shuttle Bus, Philtranco, ACF Bus Line, and the Yellow Bus Line, currently provide online seat reservations for specific routes.

In a landmark decision on Thursday afternoon, all 80 members of the Bangsamoro Parliament gave unanimous approval to the PHP98.4 billion regional budget for 2024 in its third and final reading.

The Bangsamoro Expenditure Program (BEP) received the green light after an exhaustive nine-day deliberation, as announced by the office of Bangsamoro Transition Authority (BTA) Speaker Pangalian Balindong.

Endorsed as urgent by Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod Balawag Ebrahim, the bill's swift approval marked the fastest deliberation since the formation of the BTA in 2019.

The BTA Committee on Finance, Budget, and Management meticulously scrutinized budget proposals from various ministries, agencies, and offices, resulting in unanimous parliamentary approval with increased allocations for several ministries.

The 2024 budget for BARMM operations is 15.3 percent higher than the current budget, amounting to PHP85.3 billion.

The education ministry secures the largest share in the 2024 spending plan, with PHP30.2 billion earmarked to prioritize education, followed by public works and infrastructure with PHP17.7 billion, and health with PHP6.6 billion.

According to Lawyer Ubaida Pacasem, BARMM Minister of Finance, Budget, and Management, next year's budget includes PHP70.5 billion from the Annual Block Grant outlined in the 2024 National Expenditure Program (NEP), PHP5 billion from shares in national taxes collected within the BARMM as provided in the NEP, PHP5 billion for the Special Development Fund, PHP471 million from projected regional taxes, and PHP17.3 billion from declared savings from previous years. Agusan del Norte Municipality and Farmers Receive Financial Boost from Department of Agriculture's E-Kadiwa ni Ani at Kita Progra


In Butuan City, the local government unit of Nasipit in Agusan del Norte was awarded a PHP5-million grant from the Department of Agriculture in the Caraga Region (DA-13) through the E-Kadiwa ni Ani at Kita program on Friday.

During the turnover ceremony, DA-13 Executive Director Ricardo Oñate Jr. presented the check to Nasipit Mayor Roscoe Plaza, accompanied by Regional Technical Director for Operations Rebecca Atega.

Oñate emphasized that the issuance of the Kadiwa financial grant is part of the agency's ongoing commitment to enhance the capabilities of the region's commodity suppliers.

The allocated PHP5 million will be directed towards the establishment of a Kadiwa Center in Nasipit, designed to be a reliable source offering quality, safe, and affordable agri-fishery products, as stated by Oñate.

In addition to Nasipit, financial aid was extended to two farmers' organizations. The De Oro Agrarian Reform Beneficiaries Cooperative (DARBECO) in Butuan City received PHP1.165 million, while the Libas Farmers Multi-Purpose Cooperative (LIBAS) in Jabonga, Agusan del Norte, was granted PHP1.5 million.

Both DARBECO and LIBAS intend to use the funds to acquire a delivery vehicle, with the latter also allocating a portion for additional working capital.

Triumph of Innocence: Released Village Chairman Ready to Assume Office After Charges Dismissed

 A village chairman, elected during last October's Barangay and Sangguniang Kabataan elections while incarcerated, was released on Thursday after the local court in Cotabato City dismissed charges of murder and frustrated murder against him.

Expressing gratitude, Akmad Urak, elected chairperson of Barangay Tamontaka 1, Cotabato City, emphasized his innocence from the outset and attributed the charges to political motives. Alongside seven others, Urak was released from the city jail.

Despite his detention, Urak actively campaigned and triumphed over two other candidates. Lawyer Asgar Mandal, Urak's legal counsel, informed reporters on Friday that all charges, including two counts of murder, three counts of frustrated murder, and two counts of attempted murder, were dismissed due to insufficient evidence.

Mandal stated that Urak is now free to assume office at any time. Emotional upon leaving the detention facility that had been his temporary home since August, Urak reiterated his innocence and expressed gratitude for the court's decision.

Even before the issuance of the arrest warrant in August by Regional Trial Court (RTC) Branch 27, Cotabato City, Urak and his co-accused voluntarily surrendered to Cotabato City Mayor Bruce Matabalao. Following the village polls on October 30, Rex Adam, the elected No. 1 councilman, temporarily assumed the role of acting chairperson for Barangay Tamontaka 1, pledging to step down once Chairman Urak formally takes office.


Dairy Empowerment: Department of Agriculture Invests PHP8.6 Million in Indigenous Livelihood Project

In an official turnover ceremony on Thursday, the Department of Agriculture in the Caraga Region (DA-13) allocated a PHP8.6 million budget for the Dairy Cattle and Milk Production Project, benefitting an indigenous people (IP) organization situated in Sibagat, Agusan del Sur.

As stated in a press release issued on Friday, the identified recipient is the Sibagat Manobo Dairy
 Producers Development Association located in Barangay Padiay.

DA-13 Regional Executive Director Ricardo Oñate Jr. emphasized that this initiative aligns with the agency's commitment to fostering the development of tribal communities in the region through the Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) Program.

Oñate Jr. expressed the government's dedication to realizing the project, responding to the specific request from the IP community for a livelihood project as a means of alleviating their challenges.

He further urged the recipient organization to ensure the effective management of the project to promote its long-term sustainability.

The PHP8.6 million project encompasses essential components such as 20 dairy cattle, a hauling vehicle, a farm tractor, a forage storage facility, two milking machines, a milk cooling tank, 10 milk containers, a forage chopper, a generator set, and a water system facility.

Probe Initiated: Military Vehicle Incident at Bangkerohan Market Sparks Investigation

 BUTUAN CITY – An exhaustive inquiry is currently in progress regarding the tragic collision that occurred on Christmas Eve at Bangkerohan Public Market in Davao City, involving a military vehicle.

In a statement released on Monday, Lt. Gen. Greg Almerol, the commander of Eastern Mindanao Command (Eastmincom), announced the initiation of an investigation to ascertain potential negligence on the part of Task Force Davao (TF-Davao) personnel assigned to the military vehicle.

Preliminary findings indicate that a KM450 military truck dropped off several TF-Davao personnel at Bangkerohan Market after 5 p.m. on Sunday for a security operation.

Subsequently, the driver of the military truck disembarked for a personal necessity. During this time, while the truck was parked and unattended, an individual later identified as Crenenandy Cadiente occupied the driver's seat and operated the vehicle.

The truck collided with multiple parked vehicles and individuals, resulting in the death of two people and injuring three others.

"The wounded civilians were promptly transported to the Philippine Medical Center for immediate treatment," stated Eastmincom, noting that Cadiente was placed under the custody of responding police officers.

"The results of Mr. Cadiente's mental health evaluation are pending release," added Eastmincom.

Expressing condolences to the affected families, Lt. Gen. Almerol assured the public of a swift investigation to take appropriate action.

"While this incident is an isolated one, it is regrettable that it occurred during our preparations for the festive Christmas celebration. We extend our condolences to the families of the victims. Government forces, comprised of three Army Battalions under the 403rd Infantry Brigade, including the 8th and 88th Infantry Battalions and the 1st Special Forces Battalion, conducted a series of offensives starting early in the morning. The clashes led to the recovery of eight high-powered firearms, assorted ammunition, and personal belongings from the encounter sites.

Three of the nine rebels killed were females, engaging in battle against the armed forces. The 4ID emphasized that they maintained military offensives against the communist terrorist groups on Christmas Day. Tragic Christmas Day: Village Councilman Fatally Shot in Cotabato City


On Christmas Day in Cotabato City, a sitting village councilman fell victim to a fatal shooting perpetrated by an unidentified assailant. Capt. Eduardo Malicdem, Chief of Police Station 4, reported that at 3 p.m., village councilman Datu Macmod Lauban and his son were targeted while seated on a waiting shed. 

Two assailants on a motorbike approached and fired at them at close range, resulting in the tragic death of Lauban, 59, a resident of Barangay Bagua 1. 

Although Lauban's son remained unharmed, the councilman sustained fatal gunshot wounds in various parts of his body, leading to his immediate demise upon arrival at the hospital. 

At the crime scene, responding police discovered three empty shells from a caliber .45 pistol. Authorities suspect that the motive behind the attack could be rooted in a "rido" (family feud) or a personal grudge. (PNA)



Christmas Day anti-drug ops net 8 drug peddlers, P5-M shabu in BARMM

In an anti-drug crackdown conducted on Monday in Datu Odin Sinsuat, Maguindanao Norte, and Marawi City, suspected shabu with an estimated value exceeding PHP 5 million was confiscated from eight individuals. During a drug buy-bust operation in Barangay Poblacion Dalican on Christmas Day at 7:30 p.m., two women, Nesrin Mamalinta Adas (26) and Bai Almira Musa (30), were apprehended for selling shabu to undercover police agents. The suspects, residents of Maguindanao del Norte and Maguindanao del Sur, respectively, had been under surveillance for two weeks.

Upon their arrest, law enforcement seized three large sachets containing suspected methamphetamine hydrochloride, valued at around PHP 1,020,000, along with marked money consisting of counterfeit PHP 1,000 bills. The detainees are currently held at the Datu Odin municipal police station, awaiting charges.

In a separate operation in Marawi City, six individuals were arrested, and over PHP 4 million worth of shabu was confiscated. The operation, led by Brig. Gen. Allan Nobleza, police director for the Bangsamoro region, resulted in the seizure of approximately 600 grams of shabu. The suspects are now in custody at the Marawi City lockup cell.

Brig. Gen. Nobleza commended the Bangsamoro Police personnel for their successful operations during the holiday season, emphasizing the continuous dedication of the police force to law enforcement efforts.






BARMM Soars: A Year of Governance Triumphs and Infrastructure Milestones in 2023

 In 2023, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has made significant strides in governance, marking a pivotal year for infrastructure development.

Under the fourth year of governance during the transition period, BARMM has effectively provided essential services to its constituents through the various ministries of the regional government. The Army’s 6th Infantry Division (6ID) and the Police Regional Office (PRO-BARMM) have played a crucial role in supporting BARMM's development agenda by implementing robust peace and order programs, resulting in notable achievements in securing the region from various threat groups.

Key ministries that excelled in delivering public infrastructure projects, local governance, high-quality education, and advanced health services include the Ministry of the Interior and Local Government (MILG), Ministry of Basic, Higher, and Technical Education (MBHTE), and Ministry of Health.

Infrastructure:




In 2023, the MILG marked a banner year with an accumulated infrastructure investment of PHP2.5 billion. This investment benefited 2.4 million BARMM constituents, creating almost 10,000 jobs across the region. The MILG's initiatives include the construction of barangay halls, Muslim architecture-inspired municipal halls, public markets, and police station buildings.

Minister Sha Elijah Dumama-Alba, the first woman in the position, commended her predecessor, lawyer Naguib Sinarimbo, for the MILG's accomplishments and expressed her commitment to building on the ministry's gains.

Investments:

BARMM introduced Islamic banking in the region through the Bangsamoro Board of Investments (BBOI), partnering with institutions like Card Bank, Inc. and Maybank Philippines, Inc. As of the third quarter of 2023, BBOI recorded a PHP3.1 billion investment for the region, surpassing the initial target of PHP2.5 billion.

Health:

The Ministry of Health is nearing completion of 100 barangay health stations, addressing the need for basic health services in remote communities. The planned project, costing PHP250 million, aims to improve access to healthcare services for residents who may find it challenging to travel to the nearest town.

Marawi Rehabilitation:

BARMM Chief Minister Ahod Balawag Ebrahim highlighted the region's support for the national government’s Marawi rehabilitation efforts through the Marawi Rehabilitation Program (MRP) and Ministry of Special Services and Development.

Education:

Under the banner “No Bangsamoro children are left behind,” the Bangsamoro government increased funding for the MBHTE to ensure quality education. The Education Ministry hired more teachers, built climate-resilient classrooms, and established technical and vocational laboratories to accommodate students.

Peace and Order:

The military reported significant accomplishments, neutralizing over 200 members of threat groups and recovering about 500 guns in 2023. The Army's 6th Infantry Division played a crucial role in countering various radical groups, including the New People’s Army (NPA) and the Bangsamoro Islamic Freedom Fighters (BIFF).

BARMM Chief Information Officer Andrew Alonto emphasized that a stable peace and order situation signifies the regional government's progress in line with its goals, including the enactment of priority codes and preparation for the BARMM regional election in 2025. Despite challenges, BARMM remains on track with its primary goal of improving the lives of every Bangsamoro through moral governance.
