DFA Inaugurates 39th Consular Office in Antique, Eases Passport Application for Residents

 SAN JOSE DE BUENAVISTA, Antique – On Tuesday, the Department of Foreign Affairs (DFA) inaugurated its 39th consular office in Antique, initially serving 100 passport applicants daily.

The temporary location on the 3rd floor of Robinsons Place in San Jose de Buenavista will accommodate walk-in clients while ongoing preparations for a more spacious permanent office on the 2nd floor are underway.

Mark Joshua Ponce, the acting director of DFA's Consular Offices Coordinating Division, stated their goal to increase daily client capacity to 300 in the coming days.

The establishment of this consular office aims to alleviate the financial burden on Antique residents who previously had to travel to the Iloilo City consular office.

Governor Rhodora Cadiao, alongside Senator Loren Legarda, played a key role in advocating for the consular office since 2019. Cadiao emphasized the importance of this initiative by recalling a tragic incident where a new maritime graduate, among the 19 casualties in a Ceres bus accident last year, had traveled to Iloilo City for passport application.(PNA)

Heavy Rains Prompt Suspension of Sea Travel and Classes in Caraga Region and Davao



 BUTUAN CITY – Ongoing heavy rains caused by the trough of a low-pressure area (LPA) have led authorities and local government units (LGUs) in the Caraga region to suspend sea travel and school classes at all levels.

As of Wednesday morning, sea travel for vessels with gross tonnages below 150, operating routes from Surigao del Norte to Dinagat Islands and other areas, remains suspended.

Similarly, sea travel for vessels with tonnages below 250 to Siargao Island is also on hold due to gale-force winds associated with the northeast monsoon.

This decision comes as most LGUs in Surigao del Sur and Agusan del Sur have already suspended classes in both public and private schools since Tuesday due to heavy rainfall.

San Miguel Mayor Michael Corilla reported an increase in water levels with a red warning signal in the riverine system of San Miguel, Surigao del Sur, causing significant flooding in some barangays. Close monitoring activities are underway, especially in river systems, as water levels started rising since Tuesday.

Residents in low-lying areas prone to flooding and landslides in Surigao del Sur and Agusan del Sur are advised to remain vigilant and be prepared for evacuation.


DAVAO REGION SUSPENDS WORK, CLASSES

Meanwhile, various LGUs in the Davao region have also suspended classes and work due to the trough affecting Northern and Southern Mindanao.

The provinces of Davao del Norte and Davao Occidental issued separate orders declaring the suspension of classes and work early Wednesday for the safety of residents.

In Davao City, Mayor Sebastian Duterte declared the suspension of classes in all levels of public and private schools, implementing a work-from-home (WFH) arrangement in all national and local government offices, including government-owned and controlled corporations. The order excludes offices performing safety and security, health and social services, and disaster and emergency response services.

In Davao Oriental, at least 10 municipalities and Mati City collectively suspended classes and government and private offices. The towns include Banaybanay, Lupon, San Isidro, Governor Generoso, Tarragona, Manay, Caraga, Banganga, Cateel, and Boston.


In Davao del Sur, municipalities that declared the suspension of both work and classes include Matanao, Malalag, Bansalan, Sulop, Magsaysay, Sta. Cruz, Padada, Kiblawan, and Hagonoy. Digos City Mayor Josef Fortich Cagas also ordered a WFH arrangement in all local and national government offices. (PNA)












CAFFIMACO's Successful Bangus Harvest Marks Milestone in Dinagat Islands


 BUTUAN CITY – Seven months after its inception, members of the Cagdianao Farmers and Fisherfolk Marketing Cooperative (CAFFIMACO) celebrated their inaugural and fruitful harvest of bangus (milkfish) on Tuesday.

Last June, the Dinagat Islands provincial government allocated 3,000 fingerlings of bangus to CAFFIMACO for their production initiative.

Governor Nilo Demerey Jr. emphasized the importance of promoting alternative sources of income for fishermen in Dinagat, with bangus production being a priority. The successful harvest, yielding approximately 450 kilos of bangus in Cagdianao town, demonstrated the diligent efforts of fisherfolk organizations in making their projects economically viable and sustainable.

Governor Demerey expressed commitment to supporting various sectors in Dinagat through sustainable projects under the Remedy for Livelihood program and interventions. DSWD-13 Initiates SocPen Payouts for Indigent Seniors in Caraga Region

 BUTUAN CITY – The Department of Social Welfare and Development in the Caraga Region (DSWD-13) initiated the disbursement of the Social Pension for Indigent Senior Citizens Program (SocPen) for the current year on Tuesday.

In a statement released on Wednesday, DSWD-13 reported that a total of 3,351 indigent senior citizens from the towns of Malimono and San Francisco in Surigao del Norte received their first-semester SocPen through a series of payouts conducted on Jan. 30.

This release encompasses the pension provision for indigent senior citizens for the first semester of 2024.

DSWD-13 specified that each beneficiary received PHP1,000 per month, in accordance with Republic Act (RA) 11916 under the SocPen program. RA 11916, signed into law on July 30, 2022, mandates an increase in the social pension for indigent senior citizens nationwide.

Senior citizens in the region were encouraged by DSWD-13 to coordinate with their respective Office of the Senior Citizens Affairs for information regarding the schedule of SocPen payouts. (PNA)

Glen Soliman, team leader of the Regional Police Drug Enforcement Unit (RPDEU) at the Police Regional Office 6 (PRO6). In a statement on Wednesday, Soliman emphasized the importance of information provided by vigilant citizens, noting a shift from previous fears to a willingness to assist authorities.

As part of the recognition of outstanding achievements, RPDEU was among the police units honored with the Medalya ng Kadakilaan during the 33rd Philippine National Police Foundation Day at Camp Crame on Monday. Bicol Region's AICS Program Extends Vital Aid to Thousands in Weeklong Initiative

 LEGAZPI CITY – During a weeklong offsite payout initiative, a total of 4,710 residents, including students from five provinces in the Bicol region, were granted Assistance to Individuals in Crisis Situation (AICS) aid, according to a statement from a Department of Social Welfare and Development (DSWD) official on Wednesday.

Jastine Joy Dichoso Escuro, the DSWD-Bicol AICS program focal person, revealed in an interview that a sum of PHP13.1 million was disbursed to 675 families as cash relief assistance and 4,035 students for educational assistance between January 22 and 29 of this year.

Based on our records, PHP1.8 million was allocated for cash relief assistance, while PHP11.3 million was designated for educational assistance. Educational assistance under the AICS program refers to financial support provided to students in crisis to address their educational needs. Cash relief assistance is offered to individuals facing significant life challenges, often provided as supplementary support," she explained.

Escuro mentioned that the recipients of cash relief assistance primarily consisted of solo parents, indigents, farmers, fisherfolk, and persons with disabilities.

The beneficiaries hailed from the provinces of Catanduanes, Camarines Norte, Albay, Sorsogon, and Camarines Sur," she added.

She highlighted that the amount disbursed to each beneficiary ranged from PHP2,000 to PHP5,000, depending on the assessment conducted by social workers during the interview and processing.

The AICS program, implemented by the DSWD through the Crisis Intervention Section (CIS), serves as a social safety net to aid individuals and families in recovering from unforeseen crises, such as the illness or death of a family member and similar circumstances. (PNA)


DAVAO CITY Bridge Project Remains on Track Despite Temporary Halt Reports


 DAVAO CITY – Contrary to reports suggesting the suspension of the PHP23 billion bridge project linking this city and the Island Garden City of Samal (IGACOS), an official affirmed on Wednesday that the initiative is still moving forward.

Presidential Assistant for Eastern Mindanao Leo Tereso Magno addressed the issue in a statement, mentioning that he reached out to Department of Public Works and Highways (DPWH) Undersecretary Emil Sadain to validate the alleged suspension, as reported by National Economic Development Authority-11 director Ma. Lourdes Lim.

Lim, during a press briefing on Tuesday, disclosed that the Samal Island-Davao City Connector (SIDC) project had been halted from November of the previous year until January 3 of the current year. She explained that, as of November 2023, the detailed engineering design was at 83.91 percent completion, but negotiations on the right of way acquisition issue on the Davao City side led to the project's suspension.

Magno countered these claims, asserting that there is no truth to the reported suspension and that the project remains a priority under the Marcos administration in the Davao region.

“I called DPWH Secretary Manuel Bonoan who also informed me that the project will push through as planned. Apart from that, he also told me that the completion of the Davao City Coastal Road from Times Beach going to Bucana would also push through,” clarified Magno.


He cautioned against officials spreading unverified information to the public and emphasized his advocacy for the SIDC project, emphasizing its significant benefits for the neighboring cities and the entire region.

The picturesque bridge project, spanning the Pakiputan Strait, will have landing points at the Samal Circumferential Road in Barangay Limao, IGACOS, and Davao City along the R. Castillo-Daang Maharlika junction.

The SIDC bridge, with a length of 3.9 kilometers, includes ramps in Davao City and a 24-meter wide grade road and roundabout at the Samal circumferential road.

Upon completion, the bridge will be a four-lane, cable-stayed iconic conduit with a vertical navigational clearance of up to 47 meters.

The SIDC is anticipated to accommodate up to 25,000 vehicles daily and significantly reduce travel time between Samal and Davao City to five minutes, compared to the current 30-minute ferry boat ride. (PNA)

Cagayan de Oro City Initiates Public-Private Partnership to Address Water Supply Issues

 CAGAYAN DE ORO CITY – The municipal government has initiated a public-private partnership (PPP) to address its water supply challenges.



In a press briefing on Friday, Sheila May Lumbatan, the chief of staff for the city mayor, stated that both the Cagayan de Oro City Water District (COWD) and its contracted bulk water supplier, Cagayan de Oro Bulk Water Inc. (COBI), have agreed to a PPP arrangement following a meeting presided over by Mayor Rolando Uy earlier in the week.

The two will enter into a PPP signing by September this year since this arrangement is seen as the solution to COWD’s water problem,” said Lumbatan.

During the meeting, the mayor emphasized the importance of COBI not interrupting its supply to COWD to prevent inconvenience to Cagayan de Oro’s water consumers. The water district reportedly owes COBI about PHP 437 million.

During the pandemic, the bills kept piling up. Under their contract with COWD, COBI is set to raise their water rates every three years," explained Lumbatan.

Garbage Concerns

Meanwhile, the local government has also expressed concern about the annual increase in garbage collection, averaging 7,000 cubic meters.

Armen Cuenca, chief of the City Local Environment and Natural Resources Office, highlighted that in the first six months of 2023, garbage collection reached 33,000 cubic meters but rose to approximately 40,000 cubic meters from July to December.

From 2021 to 2022, the average garbage collection was 27,000 cubic meters, added Cuenca.

The garbage collection team in the city is roving 24 hours daily," he said, urging the public to segregate waste. (PNA)


Former Humanitarian Worker Fatally Shot in Cotabato City; Authorities Launch Manhunt



COTABATO CITY – Authorities have initiated a manhunt for the assailants who fatally shot a former humanitarian worker on Sunday night along a busy street here.

Col. Querubin Manalang Jr., the city police director, identified the victim as Ramil Masukat, the former head of the relief and humanitarian agency of the now-defunct Autonomous Region in Muslim Mindanao (ARMM).

“We are exploring various angles and possible motives. Our investigation is ongoing,” Manalang stated.

Masukat, 55, was seated in the back seat of a vehicle driven by a relative, traveling along Ramon Rabago Street at around 7 p.m. when motorcycle-riding gunmen attacked them.

He sustained multiple gunshot wounds and succumbed to his injuries while receiving treatment at the Cotabato Regional and Medical Center.

Masukat, who also served as the municipal planning and development officer of Rajah Buayan town in Maguindanao del Sur, survived an ambush in November 2022 in Barangay Timbangan, Shariff Aguak town.

His demise occurred five days after unidentified gunmen killed an employee of the BARMM’s Bangsamoro Transition Authority in the city.

Deputy Minority Leader and Basilan Rep. Mujiv Hataman condemned Masukat's murder, urging the police to address the escalating violence.


“We condemn this brazen act of crime committed against Engineer Ramil, who at the time of his death was living a quiet life as a private citizen. May kaaway man o wala (With or without enemies), violence should not be tolerated in any form,” Hataman said in a statement on Monday.

He also expressed concern about the increasing violence, particularly in Cotabato City and other areas in BARMM.

“I call on the police authorities to go after Engineer Ramil’s killers. Putting away the perpetrators of this crime makes our communities a little safer. Kailangang managot ang mga kriminal at mastermind sa pagpatay kay Masukat (Criminals and mastermind of the killing of Masukat should be held liable),” he added. Ilocos Norte Farmers to Benefit from DSWD's Cash-for-Work Program Amid Dry Spell



 LAOAG CITY – The Department of Social Welfare and Development (DSWD) has earmarked over PHP50 million for its cash-for-work program, benefiting Ilocos Norte farmers grappling with the effects of a dry spell.

Engineer Theresa Bacnat, officer-in-charge of the provincial agriculture office, confirmed this during a media interview on Monday, stating that the program is set to launch sometime this week.

“The cash-for-work program aims to assist approximately 11,673 farmers. Each participant will receive PHP4,350 and contribute 10 days of community service,” she explained.

The initial batch of beneficiaries includes farmers from Vintar, Bacarra, and Laoag City, whose farms have been adversely affected as some rivers began to run dry since December 2023.

As part of the El Niño national action plan, the DSWD plays a role in the food security cluster, led by the Department of Agriculture (DA), ensuring a stable supply of essential food commodities during the dry spell.

In addition to distributing various agricultural inputs and ongoing fuel subsidy programs, the Ilocos Norte government continues to accept farmers' requests through its Agri Ka Dito program. Solar Power Expansion in Mindanao: FDCGEC's Ambitious Project to Boost Capacity by 95%

 


CAGAYAN DE ORO CITY – A private energy company is poised to deploy 34,000 solar panels at its operational base in Misamis Oriental, projecting a 95 percent boost in power capacity for distributors across Mindanao.

Juan Eugenio Roxas, president and chief executive officer of FDC Utilities Inc., the power arm of the Filinvest Group, revealed that the renewable project, under FDC Green Energy Corporation (FDCGEC), identified opportunities for maximizing project output through comprehensive feasibility studies. This effort has resulted in an increased capacity from 11.5 megawatts (MW) to 19.78 MW.

We are excited to share the positive outcome of our feasibility studies, which have paved the way for the expansion of our first solar power project in Mindanao," stated Roxas in a Monday press release.

The initiative entails installing over 34,000 monocrystalline solar panels, injecting 30,450 MW-hours of clean energy annually into the grid. This contribution aligns with the Department of Energy's renewable portfolio standards, benefitting industry participants like electric cooperatives.

The FDC-Misamis power facility currently occupies around 84 hectares in the industrial complex of the Philippine Veterans Investment Development Corporation (Phividec) in Villanueva, Misamis Oriental. Of this, 40 hectares are utilized for the administration building and coal-fired power plant.


Last year, Phividec and FDC Utilities inked a registration agreement for the solar project. FDCGEC subsequently expanded its land lease agreement with the Phividec Industrial Estate, incorporating an additional 7.2 hectares to the existing 11.65 hectares allocated for the project.


In a recent agreement signing between the two entities, plans were outlined for the construction of the FDC Solar Photovoltaic Power Project, targeting an additional 10 MW of electricity production. (PNA)

Red Tide Alert: Milagros Coastal Waters in Masbate Positive, BFAR Ensures Public Safety



 LEGAZPI CITY – The coastal waters off Milagros town in Masbate province have tested positive for red tide toxin, as reported by the Bureau of Fisheries and Aquatic Resources (BFAR) on Monday.

BFAR-Bicol spokesperson Rowena Briones mentioned that shellfish samples collected from Milagros revealed the presence of paralytic shellfish poison (PSP) or red tide toxin.

To ensure public safety, BFAR-Bicol conducted an information campaign in the area with the assistance of local authorities. We coordinated with the local government unit to advise the public against gathering, transporting, selling, buying, and consuming all types of shellfish and 'alamang' (small shrimp) from the affected coastal waters to prevent shellfish poisoning," Briones stated in an interview.

She mentioned that they have also submitted water samples to the BFAR central office for further verification of the results.

While awaiting the results, we are closely monitoring the area. We must guarantee the safety of the consuming public and safeguard the fishing industry," she added.

Briones clarified that the three remaining red tide monitoring areas in Bicol have tested negative for red tide toxin.


"For Sorsogon Bay, Juan Lagoon in Matnog, Sorsogon, and coastal waters of Mandaon in Masbate, all tests for red tide came back negative, and shellfish in these areas are deemed safe for consumption," she stated.

Furthermore, Briones assured that fish, squid, regular shrimps, and crabs are safe for human consumption, provided they are fresh and thoroughly washed. She emphasized the importance of removing internal organs such as gills and intestines before cooking.

Typical symptoms of PSP include tingling, numbness of the mouth and extremities, and gastrointestinal discomfort such as vomiting and diarrhea.

In severe cases, PSP can lead to difficulty in swallowing, speech paralysis, respiratory arrest, and even death. (PNA)

Negros Oriental Gears Up: Integrating Rehabilitation and Post-El Niño Measures in Response Plans

 DUMAGUETE CITY


In preparation for the worsening dry spell in Negros Oriental, various government agencies, utility firms, and stakeholders have been instructed to integrate rehabilitation and post-El Niño measures into their respective mitigation and response plans.

Adrian Sedillo, the executive director of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), stated in a recent interview that a comprehensive provincial action plan, aligning with the national action plan but adapted to local conditions with innovative approaches, is in the works.

Governor Manuel Sagarbarria has given the green light to convene the Provincial Disaster Risk Reduction and Management Council (PDDRM Council) in the first week of February. The council, chaired by the governor, includes key government offices, agencies, and partner stakeholders responsible for formulating an integrated disaster risk reduction plan, while the PDRRMO implements the plan.

Sedillo emphasized the importance of incorporating rehabilitation and post-El Niño programs in the contingency plans to address both immediate and long-term consequences. The PDRRMC will bring together individual contingency plans from various agencies, including water and power utilities, to ensure a coordinated and efficient response.

Key agencies such as the Department of Agriculture, the National Irrigation Administration, and the National Food Authority have already outlined their respective mitigation and response action plans.

As Negros Oriental faces a prolonged dry spell expected to extend through the second quarter of the year, with a possibility of drought due to minimal rainfall, the Provincial Task Force El Niño is anticipated to be established through an executive order by the governor in response to President Ferdinand R. Marcos Jr.'s directive.






Palawan Provincial Government Extends Aid to Calandagan Island Survivors Rescued by Philippine Coast Guard

 PUERTO PRINCESA, Palawan – In response to the recent rescue of seven residents from Calandagan Island by the Philippine Coast Guard (PCG), the provincial government of Palawan has pledged financial assistance and immediate support to the survivors. The group, who went missing while traversing rough seas on their motorized banca bound for the coastal municipality of Araceli, was recovered approximately 7.6 nautical miles east of North Verde Island in the municipality of Roxas.

Governor Dennis Socrates promptly ordered financial aid for the survivors, led by boat skipper Alfredo Abad and companions Roque Luhan, Jacky Paalan, Janjan Paalan, Roberto Bacolod, Alvin Edar, and Tomas Vigonte. Provincial Social Welfare and Development Office chief Abigail Ablaña shared that the provincial government would address their immediate needs, providing psychological and psychosocial services, as well as cash and food packs.

Upon their safe return to Puerto Princesa's pier via the PCG vessel BRP Melchora Aquino, the survivors were welcomed with simple ceremonies. They received medical assistance from the Provincial Health Office and will continue to receive financial support until they fully recover. Ablaña highlighted the collaborative efforts of multiple agencies, including the Philippine Air Force, Philippine Navy, and the Provincial Disaster Risk Reduction and Management Office, in the extensive search and rescue operation.

Ensign Chrieson Dave Gabayan, spokesperson for PCG District Palawan, recounted the ordeal and how the survivors, who are fishermen by profession, exhibited seamanship skills to endure the three-day exposure to harsh elements while riding on the inverted boat’s keel. DOLE Releases PHP4.7 Million in Financial Aid to 960 Beneficiaries in Negros Oriental

 DUMAGUETE CITY – The Department of Labor and Employment (DOLE) disbursed PHP4.7 million in financial assistance on Saturday to 960 beneficiaries in Negros Oriental's provincial capital through the Tulong Panghanapbuhay Sa Ating Disadvantaged/Displaced Workers (TUPAD) program.


The payout, marking the first for Negros Oriental this year, took place at the Dumaguete City National High School gymnasium. The funds, allocated from the office of Senator Bong Revilla Jr., who attended the event, were transmitted to DOLE-Central Visayas and then forwarded to the local DOLE.

Mayor Felipe Antonio Remollo committed to securing additional government aid for eligible city residents.

Rubie Cempron, the focal person of the DOLE Integrated Livelihood and Emergency Employment Program in the area, explained in an interview that the disbursement covered beneficiaries who engaged in ten days of work in December of the previous year, undertaking tasks such as street and canal cleaning.

Cempron noted that village officials assessed the beneficiaries, providing the final list to the local government unit for financial assistance requests. Additionally, she mentioned that even senior citizens could apply for TUPAD enrollment, given they present a doctor's certificate confirming their fitness for work.

TUPAD is a community-based assistance package offering emergency employment to displaced, underemployed, and seasonal workers, with a duration ranging from a minimum of 10 days to a maximum of 30 days, depending on the nature of the work. (PNA)

Cybersecurity Empowerment: Visayas Command IT Personnel Successfully Trained for Protection and Response

 

CEBU CITY – The Information Technology personnel of the Visayas Command (Viscom) have successfully completed cybersecurity training aimed at enhancing their capabilities in protection, detection, and response to cyber breaches.

Viscom Commander Lt. Gen. Benedict Arevalo announced the collaboration with the Department of Information and Communications Technology-Central Visayas (DICT-7) to conduct a two-day cybersecurity training for 29 soldiers. The training, organized by the Assistant Chief of Unified Command Staff for Communications, Electronics, and Information Systems of Viscom and the DICT-7 Cybersecurity Division, aimed to equip IT personnel with the skills necessary for handling cybersecurity incidents.

Arevalo revealed plans to establish a Computer Emergency Response Team (CERT) within the command to effectively address and mitigate cybersecurity breaches. He emphasized the evolving nature of cybersecurity threats, ranging from identity theft to botnets and ransomware, orchestrated by various threat actors, including cybercrime syndicates, insiders, and hackers.

In a statement, Arevalo stressed the importance of adapting to the rapidly changing technological landscape, stating, “With the blistering pace of technological change, the cybersecurity threat has evolved dramatically...”

DICT-7 cybersecurity lead Royden Rusiana and cybersecurity specialist Phoebus Keith Advincula played pivotal roles in providing lectures and hands-on training to educate participants about emerging trends in IT vulnerabilities and security issues.

Danish Firm Invests PHP108 Billion in 650 MW Offshore Wind Project in Northern Samar

On Friday, the provincial government of Northern Samar announced a PHP108 billion investment by Danish firm Copenhagen Infrastructure Partners (CIP) to develop a 650-megawatt (MW) offshore wind power project.

Ernesto de los Reyes, Board of Investments (BOI) Assistance Service Director, confirmed the investment in a meeting with Governor Edwin Ongchuan and key officials of CIP on January 25.

The project is currently in the pre-development phase, with ground investigations set to commence in the first quarter of 2024, continuing until the end of 2025. These investigations will involve the use of equipment to measure wind speeds, seabed conditions, and environmental factors, according to John Allen Berbon, Chief of the Northern Samar Provincial Economic Development and Investment Promotions Office.

The large-scale offshore wind project will be established in the towns of Bobon, Catarman, Mondragon, San Roque, Pambujan, and Laoang, identified by Berbon as feasible areas for wind energy.

On January 10, 2024, the BOI issued a Certificate of Endorsement for the Green Lane Certificate, and the project received endorsements from various government agencies, including the Department of Energy.

The company aims to deliver these offshore wind projects within the tenure of President Ferdinand R. Marcos Jr., with a focus on ensuring grid connection. Discussions have commenced with the National Grid Corporation of the Philippines to secure the best options, including potential grid connection points such as the Calbayog 138 kV substation, San Isidro 138 kV substation, a potential new station near a 350 kV transmission line, and the Calbayog-Allen 138 kV transmission project.

Other related investments in Northern Samar include the San Isidro On-shore Wind Power Project in San Isidro town by Aboitiz Renewables, Inc., and Vena Energy. (PNA)

Agriculture Secretary Leads Turnover of PHP115.46M Agricultural Assistance in Benguet

Benguet – Secretary of Agriculture Francisco Tiu Laurel Jr. led a turnover ceremony on Friday for approximately PHP115.46 million worth of farm and fisheries equipment and supplies, intended to enhance food production and sustainability.


Held at the Department of Agriculture’s Agricultural Training Institute-National Training Center (DA-ATI-NTC) at Benguet State University (BSU), Tiu Laurel conveyed specific instructions from President Ferdinand R. Marcos Jr. to support farmers and make farming financially viable.

Addressing the challenge of improving the conditions for agricultural stakeholders, Tiu Laurel emphasized that collaboration and cooperation are crucial for achieving the goal of enhancing the lives of farmers. The assistance provided during the event included a PHP5,000 aid under the Rice Competitiveness Enhancement Fund-Rice Farmers Financial Assistance (RCEF-RFFA) in the DA’s Rice Banner Program, as well as various farming equipment such as four-wheel tractors, hand tractors, transplanters, seeders, rice reapers, harvesters, and rice mills.

Additionally, assistance included recirculating dryers from the Philippine Center for Postharvest Development Mechanization (PhilMech) for the benefit of 10 farmers’ cooperatives and associations, multi-cultivators from the High-Value Crop Development Program (HVCDP), vegetable seeds, ameliorants, high-density polyethylene pipes for Typhoon Egay-affected rice farmers, and six community irrigation projects across the region valued at PHP41 million.

During his inaugural visit to the Cordillera region as Agriculture Secretary, Tiu Laurel inspected the cold chain facility of the Benguet Agri-Pinoy Trading Center (BAPTC), a joint initiative by the DA and BSU. He engaged in a dialogue with stakeholders in the vegetable industry to explore ways in which the Agriculture department can strengthen the Kadiwa ng Pangulo program, connecting farmers and producers directly to consumers.

Tiu Laurel disclosed plans to establish at least one trading post per province to improve market access for agricultural producers. Responding to a suggestion, he also agreed to prioritize at least 20 vegetables, or some of those commonly used in "chopsuey," as a banner program and allocate funds to bolster the agriculture sector in the Cordillera, particularly focusing on highland vegetables.(PNA)

In Daram, Samar, a project funded by Canada has introduced the mussel long line as an alternative livelihood to address overfishing within the marine protected area (MPA). Installed in the Betaug MPA in Betaug village, Daram, the mussel long line aims to provide alternative livelihoods while promoting sustainable marine environmental protection, conservation, and management.

Supported by the Canada Fund for Local Initiatives (CFLI), the initiative led by the non-government organization Project Azul seeks to catalyze the sustainable development of rural seaside communities. The project focuses on establishing a micro-blue economy, emphasizing responsible and sustainable use of ocean resources for economic growth, improved livelihoods, and ocean ecosystem health.

Described as a significant step for Daram and a potential pioneer nationwide, the project introduces mussel farming as an alternative livelihood in the fishing community. Mussels, also known as "tahong," are bivalve mollusks with a two-part hinged shell. The mussel longline system involves a 50-meter rope attached to buoys, eliminating the need for bamboo poles. Concrete anchors prevent movement, and mussel spats are placed inside at 50-centimeter intervals, with coconut shells serving as collectors.

Considered environmentally friendly and climate-resilient, the longline can be lowered during typhoons to prevent damage from large waves. The project aims to benefit fisherfolk members, women, LGBTQ+, and other sectors in Betaug and Buenavista villages in Daram through a three-day training on the installation and management of longline mussel and rock oyster farming. The group was found riding the keel of their overturned vessel approximately 7.6 nautical miles east of North Verde Island in Roxas municipality.

The rescued individuals, identified as Roberto Bacolod, Aljon Edar, Janjan Paalan, Jackie Paalan, Thomas Vigonte, Roque Lohan, and Alfredo Abad, were spotted by rescuers and taken aboard the PCG's BRP Melchora Aquino. The group is en route to Puerto Princesa as of the latest update.

The passengers set out from Calandagan Island on Wednesday, intending to reach the coastal municipality of Araceli. However, they went missing, prompting a report to the PCG when they failed to arrive at their port of destination on Thursday.

The PCG initiated an extensive search and rescue operation, utilizing the assistance of the Philippine Air Force for an aerial sweep of the area where the boat was believed to have disappeared. The Provincial Disaster Risk Reduction and Management Office also joined the efforts to locate the missing travelers.

As part of the initiative, participants are given rice in exchange for the garbage they collect. The exchange rate is set at two kilos of rice for every two kilos of biodegradable waste and two kilos of rice for every one kilo of non-biodegradable waste.

Retchie Camacho, the director of the Philippine Drug Enforcement Agency-Pangasinan, explained that the center will specifically cater to street-level pushers, excluding users and those targeted in the program. The screening process is ongoing in the city's 31 villages to determine the number of clients for subsequent batches.

Camacho emphasized that, for the time being, the center will exclusively serve clients from Dagupan City, as the facility is integral to the local anti-illegal drugs campaign. Only four out of the 31 villages have obtained drug-cleared status thus far.

The initial clients at the center will undergo a month-long in-house rehabilitation, followed by the second and third phases of their program outside the facility. Mayor Belen Fernandez outlined the comprehensive services the clients will receive, including counseling sessions, health education, values formation, and personal and life skills training for drug reform.

To provide immediate support, the city government has furnished each of the 11 clients with food packs and PHP5,000 for their families. Mayor Fernandez also appealed for the backing of the city's barangay (village) and Sangguniang Kabataan (youth) councils in the local government's anti-illegal drugs initiative. According to Fire Officer 2 Eulie May Raymaro, the municipal fire stations in Bugasong, Tibiao, San Remigio, Culasi, Sibalom, and Valderrama have conducted a total of 20 water rationing operations using fire trucks.

Responding to requests from local government units, especially for residents in hilly or elevated areas facing water scarcity, the BFP provides water for activities such as bathing and dishwashing, though not for drinking. To access water, barangays in need coordinate with their municipal governments, which supply gasoline for the fire trucks. The BFP has 27 fire trucks across 18 municipalities ready for use in water rationing.

As part of conservation efforts, the BFP has reduced water usage during fire drill simulations in schools, barangays, and private businesses. Raymaro explained that fire stations are instructed to minimize water use during simulations, sometimes even performing fire suppression exercises without actual water usage.

Additionally, the BFP is actively participating in environmental preservation initiatives by conducting tree planting twice a month and collaborating with local government units on tree planting activities. Health officials in Negros Oriental are probing the circumstances surrounding the death of a grade school boy who succumbed on Wednesday after being bitten by a rabid dog last month. Dr. Liland Estacion, the Provincial Health Officer (PHO), refuted allegations that a hospital had refused admission to the 10-year-old from Barangay Inawasan, Pamplona town, despite showing symptoms of rabies.

According to the initial report received by the PHO, a stray puppy bit the boy on December 22, 10 days before his demise. No medical treatment was sought, and instead, the boy was taken to a "tandok" or folk doctor. On Monday, the child experienced shortness of breath, along with pain in the genital area, chest, and leg. Two days later, he exhibited fear of water, a common sign of rabies, prompting his family to bring him to the Negros Oriental Provincial Hospital (NOPH).

Contrary to claims, Estacion clarified that the hospital did not turn the family away. Instead, they advised placing the boy in an isolation room due to the rabid nature of the case. This measure aimed to prevent the spread of rabies and ensure public safety, given the aggressive tendencies of rabid individuals.

However, the family allegedly removed the boy from the hospital's isolation room and took him to Barangay Bagacay, where he passed away on Wednesday due to worsened symptoms and cardiac arrest around 2 a.m.

Health authorities in Pamplona and Dumaguete City have initiated contact tracing for individuals who had close contact with the boy. Dr. Ma. Sarah Talla, City Health Officer, reported administering prophylaxis treatment to contacts, urging them to undergo repeat vaccines within the prescribed period.

This incident marks the first rabies case in Negros Oriental for the year. Dr. Estacion emphasized the importance of vaccinating pets against rabies and encouraged dog owners to take preventive measures.(PNA)


Jeepney and Utility Vehicle Express Consolidation Efforts in Cordillera Region: A Progress Update

 


In Baguio City, approximately 93.44 percent of public utility jeepneys (PUJs) and 97 percent of utility vehicle express (UVE) in the Cordillera region have undergone consolidation ahead of the recent three-month deadline extension. According to Laird Dionel Urbanozo, the officer-in-charge of the Land Transportation Franchising and Regulatory Board-Cordillera Administrative Region (LTFRB-CAR) Transportation Development Office, out of the 5,034 units servicing over 800 jeepney routes, 93.44 percent have joined cooperatives or corporations formed by certificate of public convenience (CPC) holders. Similarly, 34 out of 35 UVE routes, representing around 425 out of 427 units, have also consolidated.

Urbanozo expressed optimism that the remaining CPC holders would utilize the extension to consolidate, highlighting various scenarios presented in the initial circular. Non-compliance might lead to CPC revocation, but Urbanozo assured the public that potential disruptions in transport services are unlikely. The LTFRB has strategized by identifying overlapping routes and creating a list of consolidated groups capable of covering adjacent or overlapping areas. Special permits will be issued before the extension period concludes to ensure continued service in affected routes.

Additionally, Urbanozo clarified that the government doesn't dictate the suppliers of modern jeepneys for the cooperatives. The LTFRB certifies suppliers' compliance with Philippine National Standards (PNS), leaving associations, cooperatives, or corporations to decide from whom to purchase, negotiate, or import. While local suppliers adhering to PNS requirements are encouraged, the choice ultimately rests with the cooperatives.(PNA)


West Visayas State University's Vision for Health Professions Excellence and Academic Expansion

 

ILOILO CITY – West Visayas State University (WVSU) aims to expand its offerings of health-related courses as it endeavors to establish itself as the center of excellence for health professions programs in the Visayas.

Dr. Joselito Villaruz, inaugurated for his second term as university president, mentioned the inclusion of professions such as laboratory science, physical therapy, and occupational therapy in their future plans.

“We are approaching this strategically, addressing one program at a time. Preliminary preparations have been made for the potential inclusion of a laboratory science or medical technology program. However, certain requirements need to be met before we can proceed. Approval from the Commission on Higher Education is essential, and we are working towards that,” he explained in a subsequent interview.

The university also has its sights set on the Accelerated Pathway for Medicine, a condensed program similar to the Integrated Liberal Arts and Medicine (INTARMED) Program at the University of the Philippines Manila.

“As the current chairan of the Commission on Higher Education's technical panel for medicine, I am pleased to note that this program is designed for select universities with outstanding performance records and sufficient resources. It shortens the duration to seven years, inclusive of internship, instead of the conventional nine,” he added.

Presently, the university offers a four-year medicine program, accommodating up to 160 students annually, an increase from the previous 120 due to government support.

WVSU has gained recognition for its outstanding performance in licensure examinations, producing 23 nursing topnotchers and four in medicine.

During his first term, Villaruz facilitated the introduction of chemistry and dentistry programs. The College Law Juris Doctor Program will witness its inaugural graduates this year.

“We anticipate the first batch to take the bar exam, perhaps early next year. Despite starting with around 30 students, less than 20 are expected to graduate on time due to the program's rigorous nature,” he stated.

The university also broke ground for the smart building of the College of Law, a four-story green structure funded by a PHP400 million allocation in the 2024 General Appropriations Act. The building, expected to be completed in 458 days, will feature state-of-the-art facilities, including six theater-type air-conditioned classrooms, two moot courtrooms, a multipurpose room, an arbitration/training room, a library, and a review room, with a key card access system. First Lady Louise "Liza" Araneta-Marcos attended the groundbreaking ceremony, facilitated with the support of House Speaker Martin Romualdez. Fr. Jaime Silvestre Parmisado, leading the Hubo Mass, emphasized the significance of the traditional act, encouraging the faithful to reflect on their Christian journey. He urged them to strive for forgiveness and seek forgiveness, inspired by the humility of the Holy Child.

The Basilica priests announced that those who attend the Hubo ritual can receive a plenary indulgence. According to the 1932 indulgences granted by Cebu Bishop Gabriel Reyes, attendees who confess and receive Holy Communion on the Friday following the Fiesta can obtain a plenary indulgence.

The Hubo ritual traces its origins back to the time of Queen Humamay or Juana, wife of Rajah Humabon, who acquired the image of Santo Niño from the Spanish. Initially a private ceremony, the bathing, undressing, and redressing of the image became a public practice in the 1990s under the guidance of the Augustinian priests.

After the ceremonial bathing, the image of the Sto. Niño is returned to its glass enclosure and placed in a chapel for devotees to visit, kiss, and venerate. (PNA)

Drug Buy-Busts Lead to Arrests of Village Councilor and Traffic Enforcer in Maguindanao del Sur and Koronadal City

 KORONADAL CITY – Law enforcement and anti-narcotics units in Maguindanao del Sur province and Koronadal City apprehended a village councilor and a traffic enforcer in separate drug buy-bust operations on Wednesday afternoon.


In Maguindanao del Sur, Capt. Joel Lebrilla, chief of the Rajah Buayan police station, reported that Councilor Whisky Macapeges, 39, of Barangay Gaunan, and Mohaimen Bogado, 30, also from the same village, were arrested during a drug sting operation at 5 p.m.

“They agreed to sell shabu to our undercover agent,” Lebrilla stated in an interview, noting that the suspects attempted to withdraw but were unsuccessful upon discovering they were dealing with a law enforcement officer.

Seized from the suspects were “shabu” with an estimated street value of PHP25,000.

The detained suspects are set to face charges for violating the Comprehensive Dangerous Drugs Act or R.A. 9165 before the provincial prosecutor’s office of Maguindanao del Sur.

Meanwhile, in Koronadal City on the same day, a traffic enforcer was apprehended at 2 p.m. in an entrapment operation by the Philippine Drug Enforcement Agency in the Soccsksargen Region (PDEA-12).

Agent Kath Abad of PDEA-12 reported that traffic enforcer Jomar Sumagaysay, 42, of Barangay Paulino Santos, a job order employee of Koronadal City, was arrested.

During the buy-bust in Barangay Zone, PDEA agents seized from the suspect more than PHP20,000 worth of shabu and paraphernalia. (PNA)






Leader of Notorious Criminal Group in Albay Neutralized in Parañaque Shootout

 

LEGAZPI CITY – On Thursday, the Bicol Police Regional Office (PRO5) confirmed the demise of Gilbert Concepcion, the leader of the Concepcion Criminal Group operating in Albay, and one of his associates, following a shootout with law enforcement in Parañaque City on Wednesday night.

Brig. Gen. Andre Dizon, the PRO5 regional director, revealed in an interview that the suspect opened fire on authorities while being served an arrest warrant in Barangay San Martin De Porres, resulting in a firefight that led to his death.

We were able to monitor his location in Parañaque yesterday. Immediately, our operatives proceeded to the location and were about to serve a warrant of arrest when the suspect fired, and operatives successfully neutralized Gilbert Concepcion and another one whose identity is still being verified," Dizon said.

The operation involved personnel from PRO5, the National Capital Region Police Office, National Intelligence Coordinating Agency, Philippine Air Force, and the Philippine Army.

Recovered from the crime scene were three firearms of different calibers, 10 magazines, and five fired cartridge cases.

Concepcion was on the Department of the Interior and Local Government (DILG)'s list of most wanted persons, with a reward of PHP420,000 for information about his whereabouts.

The neutralization of the notorious gang leader is expected to enhance peace and order and promote tourism in Albay.

Before leading a criminal group, Concepcion was a former communist rebel who became an Army soldier but went on absence without leave and was eventually dismissed from the service. He faced multiple charges, including two counts of kidnapping with murder, murder, and rape.

PNP chief Gen. Benjamin Acorda Jr. mentioned in a press conference that Concepcion was notorious for carrying out brutal executions in the Bicol region. He was implicated in the 2006 killing of two brothers in Libon town, Albay, over a land dispute. Concepcion was also linked to the killing of the mother of these siblings, who had filed a complaint against him.

NCRPO chief Maj. Gen. Jose Melencio Nartatez Jr. added that Concepcion was involved in the killing of an engineer 12 years ago in Libon town, who was supposed to appear in a Senate inquiry in 2012. Nartatez stated, "He was rumored to have killed, whether documented or undocumented killings, 100, more than 100. So that is how notorious this man was." (PNA)'
