Negros Occidental Gears Up for El Niño Response: Targeted Initiatives to Support Farmers Amid Prolonged Dry Spell



BACOLOD CITY – In anticipation of the El Niño phenomenon expected to persist until the second quarter of 2024, the Negros Occidental provincial government is proactively organizing targeted initiatives to assist farmers in mitigating its effects.

Following the El Niño alert issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration in May of the previous year, signaling a higher likelihood of below-normal rainfall conditions in certain regions, the provincial government is gearing up to address potential challenges such as dry spells and droughts.

Provincial Administrator Rayfrando Diaz II emphasized that the response efforts will concentrate on "productive and already irrigated lands," which are anticipated to be less affected. This focus aims to ensure a sufficient rice supply in the province.

Diaz informed reporters on Wednesday that identified areas in rice-producing local government units have been earmarked for water impoundment. The provincial government has acquired 30 sets of water pumps with pipes to facilitate the distribution of water supply to the irrigation system from these impounding sites.

The assistance will primarily benefit rice farmers under the Federation of Irrigators’ Association of Central Negros-Bago River Irrigation System, primarily from Bago City, La Carlota City, Valladolid, Pulupandan, and San Enrique. Bago City, recognized as the "rice bowl of Negros Occidental," contributes over 30 percent of the province's rice production.

Diaz affirmed the readiness of the agricultural community to face the challenges posed by the El Niño phenomenon. The provincial government had earlier allocated PHP15 million in funding for the El Niño response, covering the acquisition of materials and equipment to optimize surface water management.

Diaz expressed confidence that the allocated resources would be delivered and distributed to farmers in pre-identified areas by the end of the month, emphasizing the province's preparedness to deploy assistance promptly. (PNA)
