CAGAYAN DE ORO CITY – The municipal government is advocating for the implementation of an electronic road pricing system and the establishment of a transport authority body as part of the proposed Local Transport Master Plan until 2030.
Nonito Oclarit, head of the city’s Roads and Traffic Administration, shared that the upcoming local transport master plan, slated for review and approval by the City Council, will prioritize sustainable modes of both public and private transportation, with a particular focus on non-motorized options like bicycles.
"We need to construct more pedestrian and bicycle lanes, parking facilities, and elevated walkways," Oclarit stated in a Thursday release.
In an effort to manage traffic more effectively, Oclarit suggested the enforcement of an electronic road pricing system, similar to the one implemented in Metro Manila.
In Manila, they charge toll fees on specific road networks to regulate vehicular flow (during peak hours)," he explained, highlighting that a similar congestion pricing system is already in place in New York City, USA, and London, UK.
Oclarit mentioned that the proposed Cagayan de Oro Transport Authority would undertake functions similar to those of the Metropolitan Manila Development Authority, responsible for regulating public and private transport in Metro Manila, in collaboration with the Department of Transportation.
Meanwhile, proposed amendments to the traffic code aim to permit three-wheeled rickshaws, locally known as "bao-bao," to operate on the city's national highways.
Councilor James Judith II, advocating for the amendment, referred to a memorandum circular from the Land Transportation Office that would legally allow rickshaws to traverse national highways, provided they meet specified conditions. (PNA)
