ILOILO CITY – The Sangguniang Panlungsod is urging more decisive actions to tackle the energy crisis, including the urgent certification of amendments or the repeal of Republic Act 9136, also known as the Electric Power Industry Reform Act (EPIRA) of 2001.
Councilor Romel Duron, the author of the resolution discussed during the regular session on Wednesday, emphasized the need for the government to take bold steps. He expressed support for Mayor Jerry P. Treñas' efforts to draw attention to the city's issues.
Duron warned of potential recurrent blackouts if the National Grid Corporation of the Philippines (NGCP) fails to fulfill its responsibilities. He stressed that this is not merely a prediction but a potential consequence if NGCP neglects its duties.
In a Thursday interview, Duron mentioned a plan to pursue legal action against NGCP, pending the results of the ongoing congressional inquiry.
He criticized Section 34 of the EPIRA law, deeming it oppressive, as it allows NGCP to pass all its expenses on to end-users. Duron emphasized the need to amend the EPIRA law, describing it as onerous and biased in favor of the power corporation.
Iloilo City suffered losses of at least PHP2 billion during the power outage from January 2 to 5.
A copy of the resolution will be sent to the Senate, House of Representatives, Department of Energy, NGCP, governors in Western Visayas, and Mayor Treñas for appropriate action. (PNA)
