TACLOBAN CITY – The Catbalogan city government in Samar has been granted 18 sub-projects funded through the Local Government Support Fund - Support to the Barangay Development Program (LGSF-SBDP), aimed at sustaining peace in areas previously influenced by the New People’s Army (NPA)
Judy Batulan, the provincial director of the Department of the Interior and Local Government in Samar, disclosed in a phone interview on Sunday that each of the 18 projects is allocated a budget of PHP6.6 million and will be implemented across 11 villages.
The recipient villages include Palanyogon, Totoringon, Cagudalo, Cagutian, San Andres, Albalate, Cawayan, Bangon, Lobo, Manguehay, and Libas—all situated in the upland communities of Catbalogan, the capital of Samar province.
The projects encompass the concreting of seven farm-to-market roads, provision of renewable electrification, construction of health stations in the villages, and the erection of school buildings. These initiatives were identified by residents during the Retooled Community Support Program, a local government convergence mechanism held earlier this year.
Batulan explained that the LGSF-SBDP is designed to bring positive transformations to upland barangays, focusing on conflict resolution, food security, and enhancing basic services like healthcare and education. Through community collaboration and modern methodologies, the program aims to instigate lasting improvements, making the upland areas stronger and more prosperous.
The groundbreaking for these projects took place on December 27, with an expected completion date set for 2024. The SBDP, a key initiative of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), endeavors to bring progress to regions previously marred by conflict.
Established under Executive Order 70 on December 4, 2018, the NTF-ELCAC is mandated to implement a whole-of-nation approach to facilitate inclusive and sustainable peace. (PNA)
