Jeepney and Utility Vehicle Express Consolidation Efforts in Cordillera Region: A Progress Update

 


In Baguio City, approximately 93.44 percent of public utility jeepneys (PUJs) and 97 percent of utility vehicle express (UVE) in the Cordillera region have undergone consolidation ahead of the recent three-month deadline extension. According to Laird Dionel Urbanozo, the officer-in-charge of the Land Transportation Franchising and Regulatory Board-Cordillera Administrative Region (LTFRB-CAR) Transportation Development Office, out of the 5,034 units servicing over 800 jeepney routes, 93.44 percent have joined cooperatives or corporations formed by certificate of public convenience (CPC) holders. Similarly, 34 out of 35 UVE routes, representing around 425 out of 427 units, have also consolidated.

Urbanozo expressed optimism that the remaining CPC holders would utilize the extension to consolidate, highlighting various scenarios presented in the initial circular. Non-compliance might lead to CPC revocation, but Urbanozo assured the public that potential disruptions in transport services are unlikely. The LTFRB has strategized by identifying overlapping routes and creating a list of consolidated groups capable of covering adjacent or overlapping areas. Special permits will be issued before the extension period concludes to ensure continued service in affected routes.

Additionally, Urbanozo clarified that the government doesn't dictate the suppliers of modern jeepneys for the cooperatives. The LTFRB certifies suppliers' compliance with Philippine National Standards (PNS), leaving associations, cooperatives, or corporations to decide from whom to purchase, negotiate, or import. While local suppliers adhering to PNS requirements are encouraged, the choice ultimately rests with the cooperatives.(PNA)
