DA Releases PHP236.95 Million in Financial Assistance to 47,390 Rice Farmers in Antique

SAN JOSE DE BUENAVISTA, Antique – Commencing on Wednesday, the Department of Agriculture (DA) initiated the distribution of PHP236.95 million through the 2023 Rice Competitiveness Enhancement Fund-Rice Farmers Financial Assistance (RCEF-RFFA) to aid 47,390 farmers in Antique.

Sonie Guanco, Head of the DA-Antique Provincial Coordinating Office, revealed that among the total intended beneficiaries, 26,397 from the initial group are now eligible to withdraw the PHP5,000 cash aid.

“The first batch of farmers are those who have already their names on the credited list provided to the Municipal Agriculture Officers,” Guanco explained in an interview.

Farmers in the first batch possess Intervention Monitoring Cards (IMC), similar to Automated Teller Machine (ATM) cards, enabling them to access financial assistance through the Development Bank of the Philippines (DBP) or the Universal Storefront Service (USSC) Western Union.

Conversely, the second batch comprising 20,993 farmers will receive notifications, and they mostly consist of those without an IMC, having newly registered with the Registry System for Basic Sectors in Agriculture (RSBSA).

Farmers eligible for the RCEF-RFFA are registered with RSBSA, a comprehensive registry encompassing farmers, fisherfolk, and farm laborers, forming the basis for beneficiary identification. The qualified individuals include landowners or tenants with farmlands measuring two hectares or less.

In 2022, the financial assistance program benefited 33,695 farmers in Antique, with each recipient receiving PHP5,000. (PNA)
