“We are prepared to provide input assistance sourced from our disaster funds. As part of our measures, given that El Niño results in a reduction of water, we are ready to augment our small-scale irrigation projects, and we have allocated a budget for that,” Defensor stated in a media briefing.
“Instead of offering cash assistance, we are working to secure insurance for eligible farmers so that in case of any impact, they can benefit from the government's insurance policy, which offers more substantial coverage,” he added.
Defensor explained that these measures are outlined in the agriculture and fisheries extension program. One key component is the 2023-2024 Agriculture and Fisheries Mitigation Programs and Rehabilitation Plan, which allocates PHP15 million for Sustainable Insurance from the Government for Upscaling and Revitalizing Agri-fishery Development and Opportunities (SIGURADO).
Farmers registered with the Registry System for the Basic Sectors in Agriculture (RSBSA) are already assured of insurance. SIGURADO will extend coverage to those not enrolled with the Philippine Crop Insurance Corporation (PCIC). The implementation of the SIGURADO program is set to commence this year.
Initial Damages of PHP100 Million
Meanwhile, the Iloilo Provincial Agriculture Office is currently validating a report on drought damages from eight municipalities, covering 2,586.30 hectares, with an estimated cost of around PHP100 million.
“We don’t have the exact figure yet because this is a work in progress. The effects of the El Niño are also progressive, so we are waiting for more reports,” said Provincial Agriculturist Ildefonso Toledo in his report to Governor Defensor.
Toledo mentioned that they are also validating reports from the municipalities of Tigbauan, Oton, Tubungan, Anilao, San Enrique, Cabatuan, Barotac Nuevo, and Miag-ao. Wilson Calaoagan, a corn farmer from Camanggaan village, conveyed his appreciation for the financial assistance, which he plans to use for his family's necessities.
“We cleaned up waterways and helped rehabilitate damaged roads for 10 days last January,” Calaoagan said, expressing hope that this program will continue benefiting marginalized workers, contributing to an increase in their income.
Another farmer, Roy Duldulao from Barangay Navotas-B, emphasized the timeliness of the cash payout, as he needs it for his daughter’s school allowance.

SAN JOSE DE BUENAVISTA, Antique – The adverse impact of the El Niño phenomenon on rice and corn production in the Municipality of Patnongon, located north of Antique, has resulted in damages amounting to PHP33.7 million.
Bernardita Salvador, the Municipal Agriculture Officer (MAO) of Patnongon, revealed in an interview on Thursday that the damages for the entire month of January included PHP31 million worth of losses from 424.3 hectares of affected rice plantations and PHP2.7 million from 118.25 hectares of corn fields.
Salvador explained, There is no more source of water with the rivers and deep wells drying up. Crops had been damaged." She further noted that the Igpayo and Sibalom rivers, which were once reliable sources of irrigation, could no longer supply sufficient water to the farms.
In addition to the water shortage, Salvador reported receiving information on Wednesday about the presence of the rice black bug (RBB) or rice weevil pest in barangays Igbobon and Amparo.
The Office of the Provincial Agriculture (OPA) with the Antique Provincial Disaster Risk Reduction and Management Office (PDRRMO) personnel are now validating the report about RBB in the two barangays,” she said.
RBB, a small brown beetle known for attacking rice, especially during dry spells, has affected approximately 2.5 hectares of farmland in both Igbobon and Amparo, according to Salvador.
As part of its intervention, the local government unit (LGU) of Patnongon has allocated PHP800,000 this year to procure rice and corn seeds for distribution to farmers. TACLOBAN CITY – Following a skirmish in the upland village of San Isidro, Northern Samar on Wednesday, the Philippine Army successfully apprehended a member of the New People’s Army (NPA), identified as alias Doming.
Doming, affiliated with squad 1 of the sub-regional guerilla unit under the sub-regional committee Emporium of the NPA’s Eastern Visayas regional party committee, had an outstanding arrest warrant for murder issued by the Regional Trial Court Branch 20 on Oct. 10, 2015.
According to Lt. Col. Nasser Arojo, the commander of the Army’s 43rd Infantry Battalion (IB), the troops engaged with a group of armed men while conducting an operation in the village. After a brief firefight, the armed men retreated, leaving Doming behind. Subsequently, an M16 rifle and a short magazine were confiscated.

As of Wednesday morning, sea travel for vessels with gross tonnages below 150, operating routes from Surigao del Norte to Dinagat Islands and other areas, remains suspended.

BUTUAN CITY – The Department of Social Welfare and Development in the Caraga Region (DSWD-13) initiated the disbursement of the Social Pension for Indigent Senior Citizens Program (SocPen) for the current year on Tuesday.
In a statement released on Wednesday, DSWD-13 reported that a total of 3,351 indigent senior citizens from the towns of Malimono and San Francisco in Surigao del Norte received their first-semester SocPen through a series of payouts conducted on Jan. 30.
This release encompasses the pension provision for indigent senior citizens for the first semester of 2024.
DSWD-13 specified that each beneficiary received PHP1,000 per month, in accordance with Republic Act (RA) 11916 under the SocPen program. RA 11916, signed into law on July 30, 2022, mandates an increase in the social pension for indigent senior citizens nationwide.

LEGAZPI CITY – During a weeklong offsite payout initiative, a total of 4,710 residents, including students from five provinces in the Bicol region, were granted Assistance to Individuals in Crisis Situation (AICS) aid, according to a statement from a Department of Social Welfare and Development (DSWD) official on Wednesday.
Jastine Joy Dichoso Escuro, the DSWD-Bicol AICS program focal person, revealed in an interview that a sum of PHP13.1 million was disbursed to 675 families as cash relief assistance and 4,035 students for educational assistance between January 22 and 29 of this year.
Based on our records, PHP1.8 million was allocated for cash relief assistance, while PHP11.3 million was designated for educational assistance. Educational assistance under the AICS program refers to financial support provided to students in crisis to address their educational needs. Cash relief assistance is offered to individuals facing significant life challenges, often provided as supplementary support," she explained.
Escuro mentioned that the recipients of cash relief assistance primarily consisted of solo parents, indigents, farmers, fisherfolk, and persons with disabilities.
The beneficiaries hailed from the provinces of Catanduanes, Camarines Norte, Albay, Sorsogon, and Camarines Sur," she added.

DAVAO CITY – Contrary to reports suggesting the suspension of the PHP23 billion bridge project linking this city and the Island Garden City of Samal (IGACOS), an official affirmed on Wednesday that the initiative is still moving forward.
Presidential Assistant for Eastern Mindanao Leo Tereso Magno addressed the issue in a statement, mentioning that he reached out to Department of Public Works and Highways (DPWH) Undersecretary Emil Sadain to validate the alleged suspension, as reported by National Economic Development Authority-11 director Ma. Lourdes Lim.
Lim, during a press briefing on Tuesday, disclosed that the Samal Island-Davao City Connector (SIDC) project had been halted from November of the previous year until January 3 of the current year. She explained that, as of November 2023, the detailed engineering design was at 83.91 percent completion, but negotiations on the right of way acquisition issue on the Davao City side led to the project's suspension.
Magno countered these claims, asserting that there is no truth to the reported suspension and that the project remains a priority under the Marcos administration in the Davao region.
“I called DPWH Secretary Manuel Bonoan who also informed me that the project will push through as planned. Apart from that, he also told me that the completion of the Davao City Coastal Road from Times Beach going to Bucana would also push through,” clarified Magno.

CAGAYAN DE ORO CITY – The municipal government has initiated a public-private partnership (PPP) to address its water supply challenges.
In a press briefing on Friday, Sheila May Lumbatan, the chief of staff for the city mayor, stated that both the Cagayan de Oro City Water District (COWD) and its contracted bulk water supplier, Cagayan de Oro Bulk Water Inc. (COBI), have agreed to a PPP arrangement following a meeting presided over by Mayor Rolando Uy earlier in the week.
The two will enter into a PPP signing by September this year since this arrangement is seen as the solution to COWD’s water problem,” said Lumbatan.
During the meeting, the mayor emphasized the importance of COBI not interrupting its supply to COWD to prevent inconvenience to Cagayan de Oro’s water consumers. The water district reportedly owes COBI about PHP 437 million.

Garbage Concerns
Meanwhile, the local government has also expressed concern about the annual increase in garbage collection, averaging 7,000 cubic meters.
Armen Cuenca, chief of the City Local Environment and Natural Resources Office, highlighted that in the first six months of 2023, garbage collection reached 33,000 cubic meters but rose to approximately 40,000 cubic meters from July to December.
From 2021 to 2022, the average garbage collection was 27,000 cubic meters, added Cuenca.

Col. Querubin Manalang Jr., the city police director, identified the victim as Ramil Masukat, the former head of the relief and humanitarian agency of the now-defunct Autonomous Region in Muslim Mindanao (ARMM).
“We are exploring various angles and possible motives. Our investigation is ongoing,” Manalang stated.
Masukat, 55, was seated in the back seat of a vehicle driven by a relative, traveling along Ramon Rabago Street at around 7 p.m. when motorcycle-riding gunmen attacked them.
He sustained multiple gunshot wounds and succumbed to his injuries while receiving treatment at the Cotabato Regional and Medical Center.
Masukat, who also served as the municipal planning and development officer of Rajah Buayan town in Maguindanao del Sur, survived an ambush in November 2022 in Barangay Timbangan, Shariff Aguak town.
His demise occurred five days after unidentified gunmen killed an employee of the BARMM’s Bangsamoro Transition Authority in the city.
Deputy Minority Leader and Basilan Rep. Mujiv Hataman condemned Masukat's murder, urging the police to address the escalating violence.
“We condemn this brazen act of crime committed against Engineer Ramil, who at the time of his death was living a quiet life as a private citizen. May kaaway man o wala (With or without enemies), violence should not be tolerated in any form,” Hataman said in a statement on Monday.
He also expressed concern about the increasing violence, particularly in Cotabato City and other areas in BARMM.
“I call on the police authorities to go after Engineer Ramil’s killers. Putting away the perpetrators of this crime makes our communities a little safer. LAOAG CITY – The Department of Social Welfare and Development (DSWD) has earmarked over PHP50 million for its cash-for-work program, benefiting Ilocos Norte farmers grappling with the effects of a dry spell.
Engineer Theresa Bacnat, officer-in-charge of the provincial agriculture office, confirmed this during a media interview on Monday, stating that the program is set to launch sometime this week.
“The cash-for-work program aims to assist approximately 11,673 farmers. Each participant will receive PHP4,350 and contribute 10 days of community service,” she explained.
The initial batch of beneficiaries includes farmers from Vintar, Bacarra, and Laoag City, whose farms have been adversely affected as some rivers began to run dry since December 2023.
As part of the El Niño national action plan, the DSWD plays a role in the food security cluster, led by the Department of Agriculture (DA), ensuring a stable supply of essential food commodities during the dry spell.
In addition to distributing various agricultural inputs and ongoing fuel subsidy programs, the Ilocos Norte government continues to accept farmers' requests through its Agri Ka Dito program. CAGAYAN DE ORO CITY – A private energy company is poised to deploy 34,000 solar panels at its operational base in Misamis Oriental, projecting a 95 percent boost in power capacity for distributors across Mindanao.
Juan Eugenio Roxas, president and chief executive officer of FDC Utilities Inc., the power arm of the Filinvest Group, revealed that the renewable project, under FDC Green Energy Corporation (FDCGEC), identified opportunities for maximizing project output through comprehensive feasibility studies. This effort has resulted in an increased capacity from 11.5 megawatts (MW) to 19.78 MW.
We are excited to share the positive outcome of our feasibility studies, which have paved the way for the expansion of our first solar power project in Mindanao," stated Roxas in a Monday press release.
The initiative entails installing over 34,000 monocrystalline solar panels, injecting 30,450 MW-hours of clean energy annually into the grid. This contribution aligns with the Department of Energy's renewable portfolio standards, benefitting industry participants like electric cooperatives.
The FDC-Misamis power facility currently occupies around 84 hectares in the industrial complex of the Philippine Veterans Investment Development Corporation (Phividec) in Villanueva, Misamis Oriental. Of this, 40 hectares are utilized for the administration building and coal-fired power plant.
Last year, Phividec and FDC Utilities inked a registration agreement for the solar project. FDCGEC subsequently expanded its land lease agreement with the Phividec Industrial Estate, incorporating an additional 7.2 hectares to the existing 11.65 hectares allocated for the project.

LEGAZPI CITY – The coastal waters off Milagros town in Masbate province have tested positive for red tide toxin, as reported by the Bureau of Fisheries and Aquatic Resources (BFAR) on Monday.
BFAR-Bicol spokesperson Rowena Briones mentioned that shellfish samples collected from Milagros revealed the presence of paralytic shellfish poison (PSP) or red tide toxin.
To ensure public safety, BFAR-Bicol conducted an information campaign in the area with the assistance of local authorities. We coordinated with the local government unit to advise the public against gathering, transporting, selling, buying, and consuming all types of shellfish and 'alamang' (small shrimp) from the affected coastal waters to prevent shellfish poisoning," Briones stated in an interview.
She mentioned that they have also submitted water samples to the BFAR central office for further verification of the results.
While awaiting the results, we are closely monitoring the area. We must guarantee the safety of the consuming public and safeguard the fishing industry," she added.
Briones clarified that the three remaining red tide monitoring areas in Bicol have tested negative for red tide toxin.
"For Sorsogon Bay, Juan Lagoon in Matnog, Sorsogon, and coastal waters of Mandaon in Masbate, all tests for red tide came back negative, and shellfish in these areas are deemed safe for consumption," she stated.
Furthermore, Briones assured that fish, squid, regular shrimps, and crabs are safe for human consumption, provided they are fresh and thoroughly washed. She emphasized the importance of removing internal organs such as gills and intestines before cooking.
Typical symptoms of PSP include tingling, numbness of the mouth and extremities, and gastrointestinal discomfort such as vomiting and diarrhea.
In severe cases, PSP can lead to difficulty in swallowing, speech paralysis, respiratory arrest, and even death. (PNA)

Adrian Sedillo, the executive director of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), stated in a recent interview that a comprehensive provincial action plan, aligning with the national action plan but adapted to local conditions with innovative approaches, is in the works.
Governor Manuel Sagarbarria has given the green light to convene the Provincial Disaster Risk Reduction and Management Council (PDDRM Council) in the first week of February. The council, chaired by the governor, includes key government offices, agencies, and partner stakeholders responsible for formulating an integrated disaster risk reduction plan, while the PDRRMO implements the plan.
Sedillo emphasized the importance of incorporating rehabilitation and post-El Niño programs in the contingency plans to address both immediate and long-term consequences. The PDRRMC will bring together individual contingency plans from various agencies, including water and power utilities, to ensure a coordinated and efficient response.

PUERTO PRINCESA, Palawan – In response to the recent rescue of seven residents from Calandagan Island by the Philippine Coast Guard (PCG), the provincial government of Palawan has pledged financial assistance and immediate support to the survivors. The group, who went missing while traversing rough seas on their motorized banca bound for the coastal municipality of Araceli, was recovered approximately 7.6 nautical miles east of North Verde Island in the municipality of Roxas.

DUMAGUETE CITY – The Department of Labor and Employment (DOLE) disbursed PHP4.7 million in financial assistance on Saturday to 960 beneficiaries in Negros Oriental's provincial capital through the Tulong Panghanapbuhay Sa Ating Disadvantaged/Displaced Workers (TUPAD) program.

CEBU CITY – The Information Technology personnel of the Visayas Command (Viscom) have successfully completed cybersecurity training aimed at enhancing their capabilities in protection, detection, and response to cyber breaches.
Viscom Commander Lt. Gen. Benedict Arevalo announced the collaboration with the Department of Information and Communications Technology-Central Visayas (DICT-7) to conduct a two-day cybersecurity training for 29 soldiers. The training, organized by the Assistant Chief of Unified Command Staff for Communications, Electronics, and Information Systems of Viscom and the DICT-7 Cybersecurity Division, aimed to equip IT personnel with the skills necessary for handling cybersecurity incidents.
Arevalo revealed plans to establish a Computer Emergency Response Team (CERT) within the command to effectively address and mitigate cybersecurity breaches. He emphasized the evolving nature of cybersecurity threats, ranging from identity theft to botnets and ransomware, orchestrated by various threat actors, including cybercrime syndicates, insiders, and hackers.

The project is currently in the pre-development phase, with ground investigations set to commence in the first quarter of 2024, continuing until the end of 2025. These investigations will involve the use of equipment to measure wind speeds, seabed conditions, and environmental factors, according to John Allen Berbon, Chief of the Northern Samar Provincial Economic Development and Investment Promotions Office.
The large-scale offshore wind project will be established in the towns of Bobon, Catarman, Mondragon, San Roque, Pambujan, and Laoang, identified by Berbon as feasible areas for wind energy.
On January 10, 2024, the BOI issued a Certificate of Endorsement for the Green Lane Certificate, and the project received endorsements from various government agencies, including the Department of Energy.
The company aims to deliver these offshore wind projects within the tenure of President Ferdinand R. Marcos Jr., with a focus on ensuring grid connection. Discussions have commenced with the National Grid Corporation of the Philippines to secure the best options, including potential grid connection points such as the Calbayog 138 kV substation, San Isidro 138 kV substation, a potential new station near a 350 kV transmission line, and the Calbayog-Allen 138 kV transmission project.

Benguet – Secretary of Agriculture Francisco Tiu Laurel Jr. led a turnover ceremony on Friday for approximately PHP115.46 million worth of farm and fisheries equipment and supplies, intended to enhance food production and sustainability.

Addressing the challenge of improving the conditions for agricultural stakeholders, Tiu Laurel emphasized that collaboration and cooperation are crucial for achieving the goal of enhancing the lives of farmers. The assistance provided during the event included a PHP5,000 aid under the Rice Competitiveness Enhancement Fund-Rice Farmers Financial Assistance (RCEF-RFFA) in the DA’s Rice Banner Program, as well as various farming equipment such as four-wheel tractors, hand tractors, transplanters, seeders, rice reapers, harvesters, and rice mills.

In Daram, Samar, a project funded by Canada has introduced the mussel long line as an alternative livelihood to address overfishing within the marine protected area (MPA). Installed in the Betaug MPA in Betaug village, Daram, the mussel long line aims to provide alternative livelihoods while promoting sustainable marine environmental protection, conservation, and management.
Supported by the Canada Fund for Local Initiatives (CFLI), the initiative led by the non-government organization Project Azul seeks to catalyze the sustainable development of rural seaside communities. The project focuses on establishing a micro-blue economy, emphasizing responsible and sustainable use of ocean resources for economic growth, improved livelihoods, and ocean ecosystem health.
Described as a significant step for Daram and a potential pioneer nationwide, the project introduces mussel farming as an alternative livelihood in the fishing community. Mussels, also known as "tahong," are bivalve mollusks with a two-part hinged shell. The mussel longline system involves a 50-meter rope attached to buoys, eliminating the need for bamboo poles. Concrete anchors prevent movement, and mussel spats are placed inside at 50-centimeter intervals, with coconut shells serving as collectors.
Considered environmentally friendly and climate-resilient, the longline can be lowered during typhoons to prevent damage from large waves. The project aims to benefit fisherfolk members, women, LGBTQ+, and other sectors in Betaug and Buenavista villages in Daram through a three-day training on the installation and management of longline mussel and rock oyster farming. Tackling Environmental Concerns: Eastern Samar Rewards Coastal Cleanup Participants with Rice"
The Eastern Samar provincial government has acknowledged the efforts of participants in coastal area cleanups by distributing 2,925 sacks of rice as a reward since last year. Through Project KLEAN (Kalikasan Linisan Estehanon Aksyon Na), individuals collecting waste from coastal areas receive rice as a tangible incentive, promoting environmental stewardship.
As part of the initiative, participants are given rice in exchange for the garbage they collect. The exchange rate is set at two kilos of rice for every two kilos of biodegradable waste and two kilos of rice for every one kilo of non-biodegradable waste.
Governor Ben Evardone launched Project KLEAN on May 9, 2023, during the Ocean Month celebration, emphasizing his commitment to environmental protection and stewardship in Eastern Samar.
