CAGAYAN DE ORO CITY – The Regulatory Compliance Board (RCB) Chief, Jose Edgardo Uy, recommended that business owners running lodging houses and other temporary accommodations in the city should also face legal action for online sexual abuse of children.
Uy made this suggestion during a meeting with the City Council's Committee on Women and Family Relations, chaired by 2nd District Councilor Joyleen Mercedes Balaba, on Thursday.
He emphasized that owners often escape responsibility by claiming ignorance about the presence of abusers and victims in their establishments.
As part of its duties, the RCB inspects business establishments, including lodging houses, to ensure compliance with ordinances. Uy highlighted previous cases of Online Sexual Abuse and Exploitation of Children (OSAEC), where minors were trafficked and sexually molested in lodging houses.
Balaba stated that it is crucial for the city to draft an ordinance on OSAEC in line with Republic Act 1193, also known as the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act, which became law in 2022.
To develop the proposed ordinance, Balaba formed a technical working group comprising members from various sectors. (PNA)
