We condemn the violence. But peace is a better alternative to war that is why we are committed to the peace process,” Lacierda said.&lt;br /&gt;&lt;br /&gt;“We will continue our efforts to pursue the peace negotiations because that is, we believe, the better option,” he added.&lt;br /&gt;&lt;br /&gt;Lacierda said that upon learning of the incident at around noon on Monday, the President immediately convened a meeting with the Cabinet cluster concerned with security.&lt;br /&gt;&lt;br /&gt;He said the President ordered Defense Secretary Voltaire Gazmin to conduct a threat assessment as well as a review on operational procedures “in order to identify vulnerable targets…by the CPP-NPA-NDF.”&lt;br /&gt;&lt;br /&gt;“So that is one way of making sure that we are in touch with the community and we’ll be able to identify the different threat assessments. Nonetheless, having the threat assessment, we are going to make sure that will provide security to the vulnerable areas,” Lacierda said.&lt;br /&gt;&lt;br /&gt;He called on the leadership of the NPA to “exercise restraint” and work with government in order to attain peace.&lt;br /&gt;&lt;br /&gt;“So this is the firm commitment of our government, of our administration: we will defend our people and they can be certain that will not stop at prosecuting and going after the rebels,” Lacierda said.&lt;br /&gt;&lt;br /&gt;“We call on the CPP-NDF-NPA leadership to exercise restraint and to call on their troops to exercise restraint as part of confidence-building measures towards the peace process,” he said.&lt;br /&gt;&lt;br /&gt;Suspected members of the NPA attacked three mining firms: Nickel Asia Corporation, Platinum Metals Group and THPAL Mining Company; all located in Claver, Surigao del Norte.&lt;br /&gt;&lt;br /&gt;According to reports, the rebels, numbering some 200, burned down a total of 10 dump trucks, eight backhoes, two barges and a guesthouse. Cassius is now at Marineland Melanesia, earlier reported as his home for almost 25 years already. Cassius holds the Guinness World Records as the largest captive croc, measuring 5.48 m (17 ft 11.75 in). Opeña of the Philippine Drug Enforcement Agency (PDEA), region 10, who said they have continued to implement measures to eradicate the illegal-drugs business in the region.&lt;br /&gt;&lt;br /&gt;He said operatives of PDEA-10 conducted a buy-bust operation at Riverside Balongis, Balulang, this City last August 27, at around 3:00 p.m., a day before the fiesta of Sr. San Agustin, the Patron Saint of the city, which is called the City of Golden Friendship.&lt;br /&gt;&lt;br /&gt;The said operation resulted in the arrest of Macabida Amerol y Pacot, , 36 years old, male, married and a resident of the area, who is among the Target Listed Drug Personality (TLDP).&lt;br /&gt;&lt;br /&gt;Bought from the suspect by a PDEA undercover agent were two (2) pieces of heat sealed transparent plastic sachets believed to be shabu.&lt;br /&gt;&lt;br /&gt;Also recovered were six (6) pieces heat-sealed transparent plastic sachets believed to be shabu, and 35 pieces of empty plastic sachets with shabu residues.&lt;br /&gt;&lt;br /&gt;Last Aug. 23, at around 7:50 a.m., a buy-bust operation at Purok 10, Barangay Poblacion, Valencia City conducted by operatives of the PDEA Bukidnon Provincial Office, also resulted in the arrest of Mark Dionson Manangkila, 38 years old,  male, married, carpenter who is  a Target Listed Drug Personality (TLDP), and Norma Dela Rosa Inda,  51 years old, female, married and a housewife, who is a Watch Listed Drug Personality (WLDP).&lt;br /&gt;&lt;br /&gt;Both pushers were caught after conniving to sell one (1) pc. heat-sealed transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA undercover agent. &lt;br /&gt;&lt;br /&gt;Also recovered from their possession and control were four (4) pieces of heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu.&lt;br /&gt;&lt;br /&gt;The suspects are now temporarily detained at PDEA Regional Office and Bukidnon Sub-Office for booking and documentation while seized drug evidences were brought to PNP Provincial Crime Laboratory for examination.&lt;br /&gt;&lt;br /&gt;Likewise, appropriate charges for violation of Sections 5 &amp; 11 of RA 9165 against the suspects are now being prepared for filing in court. Gutierrez, Jr., said also recovered from her possession and control were 15 pieces elongated and two (2) pieces medium size heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu, one (1) improvised wooden sealer, one (1) piece lighter, one (1) piece lighter with improvised needle, one (1) piece blade, two (2) rolled aluminum foil use as improvised tooter and one (1) aluminum strip with suspected shabu residue.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;PDEA-10 Regional Director Roberto S. Opeña said the suspect identified is a female, married, 41 years old, housewife and residing at Purok 7 Tambacan, Iligan City.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Meanwhile, Opeña underscored the relentless efforts of operatives under his command in curbing illegal drugs activities.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;He vowed to keep PDEA in the region aggressive in its stance against illegal drug targets.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Suspect is now temporarily detained at the Iligan City Police Station 4 for booking and documentation while seized drug and non-drug were brought to Iligan City Crime Laboratory for quantitative and qualitative examination.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Violation of Sections 5, 11, 12 and 15 of Art. For said decision, the Ombudsman ordered the top official currently based in the BIR Cagayan de Oro district 98, be suspended for one month and one day without pay.&lt;br /&gt;&lt;br /&gt;Palala was also sternly warned that a repetition of the same offense in the future will be dealt with more severely.&lt;br /&gt;&lt;br /&gt;The Ombudsman also ordered that the decision be entered into Palala’s personal record. Meanwhile, the subject BIR official cannot be contacted for the meantime for her side on the recent decision of the Ombudsman suspending her of one month for her dishonesty.&lt;br /&gt;&lt;br /&gt;The decision of the Ombudsman stemmed from an affidavit-complaint filed by then BIR 16 regional director Mustapha Gandarosa last November 19, 2008.&lt;br /&gt;&lt;br /&gt;The complainant alleged during the filing of formal complaint that on September 3, 1990, the respondent Palala was formally charged with Grave Misconduct by the Commissioner of the BIR and found her guilty of simple misconduct. A copy of the decision was received by Palala on January 6, 1992. However, on Palala’s personal data sheet (PDS) in the possession of the Human Resource Management Unit (HRMU) of Revenue Region No. 16 in Cagayan de Oro, respondent reflected that she has not been guilty or convicted of any crime or violation of any law, decree, ordinance or regulation by any court or tribunal.&lt;br /&gt;&lt;br /&gt;Respondent stated in her PDS that “she declared under oath that her personal data sheet has been accomplished by her, and is true, correct and complete statement pursuant to the provisions of pertinent laws, rules and regulations of the country.  &lt;br /&gt;&lt;div class="MsoNormal"&gt;“Why wait for 5 more years when it should have been done decades ago”.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;This was the statement of Atty. Adel Tamano, senatorial candidate of the Nacionalista Party, questioning the sincerity of Senator Benigno Cojuangco Aquino III when the latter promised to redistribute Hacienda Luisita in 5 years at a press conference held in Aquino’s ancestral home in Concepcion, Tarlac.&amp;nbsp; &lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;Tamano said that the redistribution of Hacienda Lusita is long overdue. He was referring to the 6,419-hectare sugar estate operated by the influential Cojuangco clan located in Tarlac. Tamano said that Hacienda Luisita was subjected to land reform in 1980 for distribution to the farmers. Instead of complying with a court order transferring control of Hacienda Luisita to the then Ministry of Agrarian Reform, the Cojuangcos elevated the matter to the Court of Appeals. The case against the Cojuangcos was dismissed in 1988. In 1989, under the administration of President Corazon Cojuangco-Aquino, the Cojuangco clan took advantage of the Stock Distribution Option (SDO) scheme provided under the Aquino administration’s Comprehensive Agrarian Reform Program (CARP). Under the SDO scheme, landlords were allowed to run landholdings like a corporation wherein the farmer-beneficiaries are given stocks in exchange for land.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;After 16 years of SDO, the farm workers beneficiaries have become more impoverished. They complained of unfair labor practices and illegal dismissals and retrenchment. They claimed that their take-home pay went down to as low as P18 for seasonal workers and P9 for casuals per week. The deadlock between the farm workers and the Cojuangco family led to a strike by 5,000 farm workers and 700 mill workers. Seven striking farm workers were killed and more than a hundred workers were wounded when police and military dispersed the picketline at the hacienda’s gate on November 16, 2004.&amp;nbsp; This is what is now more popularly known as the “Hacienda Luisita Massacre.” Seven other farmer leaders and their supporters have been killed since the strike.&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;Compounding the woes of the poor farmers, Tamano said that in August 15, 1995, the Cojuangcos applied for conversion a 500 hectares land of the hacienda. The 500 hectares were sold for over 2 billion pesos but the farm workers were only given 37.5 million pesos. In 2006, portions of the hacienda were converted to make way for infrastructure projects like the SCTEX where the Conjuangcos reportedly earned a huge sum due to overpricing. &lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;Tamano said that up to this time Senator Aquino has not been able to fully explain why the distribution of the hacienda could not be implemented. As to the claim of Aquino that the hacienda is heavily indebted hence the family does not want to burden the farmer-beneficiaries with the alleged debt, Tamano said that it is unfair to make the farmer-beneficiaries to suffer from the Cojuangcos’ own wrongdoings. Tamano noted that on December 23, 2005, the Presidential Agrarian Reform Council (PARC) issued Resolution No. 2005‐32‐01 which recalled/revoked the SDO plan and placed hacienda Luisita under the compulsory coverage scheme of the CARP. Instead of complying with the order, the Cojuangcos were able to secure a Temporary Restraining Order (TRO) from the Supreme Court which enjoins PARC and DAR to implement/execute the resolution revoking the SDO. Calungsod, station commander of the Iligan City Police Station 2, Iligan City Police Office (ICPO)-Philippine National Police (PNP), based at Sitio Nunucan, barangay Maria Cristina, this city.&lt;br /&gt;&lt;br /&gt;            Calungsod added, as junior heroes, these pupils will be our partners in the call for peace.&lt;br /&gt;&lt;br /&gt;“Basically,  we conduct lectures at the school for the children to be alert at all times,  to know their community especially to hang around strangers inhibiting the area, and to help maintain the surroundings clean to avoid improper disposal of garbage where it could be a strategic place for bomb disposal, too,” said Calungsod.&lt;br /&gt;&lt;br /&gt;After having sworn in, the 500 junior heroes were given a coloring book, crayon and a tri-color wrist band marked with ‘Junior Heroes.’&lt;br /&gt;&lt;br /&gt;The coloring  book entitled, “Mundong Walang IED,” (A World without Improvised Explosive Devise [IED]), aimed at making children learn to understand the message which calls for them to be aware of the situation and that they can attribute by simply calling the PNP or any authorities for assistance.&lt;br /&gt;&lt;br /&gt;Meanwhile, the U.S. Military Information Team has complemented the PNP’s program by giving the information materials given to the Junior Heroes.&lt;br /&gt;&lt;br /&gt;Two (2) other barangays being implemented with this program include Tambacan and Tipanoy, this city. No opponent yet has showed up to face off against the younger Emano&lt;br /&gt;&lt;br /&gt;“I have decided to run for governor in the province under the Padayon Pilipino local political party,” he said.  Padayon is founded by political kingpin Vicente Y. Emano, incumbent vice mayor of the city.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Paderanga said they have not completed the list yet. Moreno particularly in its ongoing infrastructure development program.&lt;br /&gt;&lt;br /&gt;“Congratulations to Misamis Oriental for having been chosen among the beneficiaries of the Philippines Roads Management Facility (PRMF), a reflection of the commitment of the provincial government and the tract record of leadership in the province,” Ambassador Rod Smith said.&lt;br /&gt;&lt;br /&gt;Misamis Oriental is one of the seven provinces selected to be among the recipients of a Aus$100-million grant from the Australian Aid, backed by a P4-million counterpart from the Department of Interior and Local Government (DILG). The provinces of Agusan del Sur, Bohol, Bukidnon, Guimaras, Misamis Occidental, and Surigao del Norte are the other beneficiaries.&lt;br /&gt;&lt;br /&gt;Mr. Smith graced yesterday’s signing ceremony of the Memorandum of Arrangement for the Australian Aid for International Development funded PRMF project.&lt;br /&gt;&lt;br /&gt;The PRMF project, which involves road rehabilitation and maintenance, capacity-building and technical assistance, will initially be undertaken on a 20-kilometer stretch of road that passes through the hinterland barangays of Patag, Bagocboc, Tingalan and Nangkaon in Opol municipality. &lt;br /&gt;&lt;br /&gt;The MOA was signed by the Australian envoy together with DILG undersecretary Austere A. Panadero and Moreno in the presence of Vice Governor Norris Babiera and DILG 10 Regional Director Loreto T. Fr. The MBUSSP is a six-year sector development project which is intended to provide capacity-building program, and to pursue urban infrastructure investment support to participating LGUs in Mindanao. Jajalla signed Executive Order No. 9 creating the Special Traffic Action Force (STAF) which shall be under the direct supervision and control of the office of the Mayor.&lt;br /&gt;&lt;br /&gt;Mayor Jajalla designated Sanguniang Barangay Committee on Transportation Chairman Hon. Rey Lawrence K. Tan to chair the task force.&lt;br /&gt;&lt;br /&gt;PO1 Jerry A. Jalagat of the Philippine National Police (PNP) was named chief executive officer while Mr. Arlino C. Arca, a deputized Land Transportation Office (LTO) agent was also designated as team leader.&lt;br /&gt;&lt;br /&gt;There are seven other members of the task force who have been deputized by the LTO from the local government and the local PNP.&lt;br /&gt;&lt;br /&gt;Mayor Jajalla said the task force was created to maintain law and order on the streets and to conduct a crackdown against colorum operators, driving without helmet, including single motorcycle for hire (habal-habal) and motorela who ply the streets without franchise and permits from the municipality and other crimes committed in the streets with the use of a motor vehicle, among others.&lt;br /&gt;&lt;br /&gt;Members of the Special Traffic Action Force are deputized by the LTO and authorized to issue LTO Temporary Operator’s Permit (TOP) upon confiscation of driver’s license and the LTO impounding receipt if there is a need to impound the vehicle.&lt;br /&gt;&lt;br /&gt;Traffic enforcers could also issue the traffic citation ticket against violators of Municipal Traffic and Transportation Code.&lt;br /&gt;&lt;br /&gt;The mayor said that the creation of the traffic task force is in support of the massive traffic enforcement action program undertaken by the Camiguin provincial government under the leadership of Governor Jurdin Jesus M. Cruz of &lt;span style="font-weight:bold;"&gt;Iligan&lt;/span&gt; in his message during the program in the observance of the National Flag Day.  But, are we living what the flag stands for? The mayor threw the question to hundreds of spectators at the public plaza, this city.&lt;br /&gt;&lt;br /&gt;Also, are we internalizing the lyrics of our national anthem, just like what the flag stands for? What our flag teaches us to do, is what also our national anthem tells us to do, as Filipinos, expressed Mayor Cruz.&lt;br /&gt;&lt;br /&gt;We will ask ourselves, what we can contribute, to be useful to the society.  Problems always occur, there is no ideal world, no ideal situation, that we can say bad times are over, now comes the good times.  There is just no such thing, the mayor commented. “Tough times never last, but tough people do”, he added.&lt;br /&gt;&lt;br /&gt;Practice should be a part of our everyday life because tough situations are here to stay.  So, we just have to continue searching for the answers, solutions to the problems we encounter.&lt;br /&gt;&lt;br /&gt;What is important is we understand the theme for this year, “Kagitingan, Kagalingan, at Kasipagan, Tungo sa Tunay na Kalayaan”.
